BILL NUMBER: S6964 SPONSOR: SERRANO TITLE OF BILL: An act to amend a chapter of the laws of 2019 amending the tax law and the state finance law relating to gifts for the support of the New York state council on the arts, as proposed in legislative bills numbers S. 3570 and A. 7994, in relation to making technical corrections thereto PURPOSE: This is a chapter amendment that makes changes to provisions of L.2019, c.467. SUMMARY OF PROVISIONS: This legislation amends the underlying chapter by changing removing the initial sentences of the Legislative intent section of the bill which described a shortfall in funding for the New York State Council for the Arts. SERRANO -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend a chapter of the laws of 2019 amending the tax law and the state finance law relating to gifts for the support of the New York state council on the arts, as proposed in legislative bills numbers S. 3570 and A. 7994, in relation to making technical corrections thereto THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1 of a chapter of the laws of 2019 amending the tax law and the state finance law relating to gifts for the support of the New York state council on the arts, as proposed in legislative bills numbers S. 3570 and A. 7994, is amended to read as follows: Section 1. [The legislature hereby finds and determines that, due to severe budgetary constraints, the amount of state funds available for the support of the New York state council on the arts has been sharply diminished over the past few years. This decrease in support has had a devastating effect upon many of New York's cultural institutions, as well as many related or dependent businesses and employees. Accordingly, the] THE legislature hereby finds and determines that taxpayers of the state of New York should have the opportunity to use the New York state personal income tax form as a mechanism for making voluntary contrib- utions for the support of the New York state council on the arts. It is the intent of the legislature that any funds so contributed shall supplement and not offset or diminish in any way the amount of funds made available to the New York state council on the arts pursuant to annual budget appropriations. § 2. This act shall take effect on the same date and in the same manner as a chapter of the laws of 2019 amending the tax law and the state finance law relating to gifts for the support of the New York state council on the arts, as proposed in legislative bills numbers S. 3570 and A. 7994, takes effect.
