BILL NUMBER: S8515 SPONSOR: RAMOS TITLE OF BILL: An act prohibiting state and municipal law enforcement agencies from acquiring property from the defense logistics agency for law enforcement purposes PURPOSE OR GENERAL IDEA OF BILL: Prohibits New York State's participation in the Federal 1033 Program, where police can acquire property like armored trucks and assault rifles from the defense logistics agency for law enforcement purposes. SUMMARY OF PROVISIONS: Section 1: Bans state and municipal law enforcement agencies, including campus law enforcement, from accepting or purchasing any military prop- erty from the United States Military; regardless of agreements by the state with the federal defense logistics agency.

RAMOS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT prohibiting state and municipal law enforcement agencies from acquiring property from the defense logistics agency for law enforce- ment purposes THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. No state or municipal law enforcement agency, including campus law enforcement agencies, shall accept or purchase surplus or any other military property from the United States military. Such prohibi- tion shall apply regardless of any memorandum of agreement or other arrangement between the state and the federal defense logistics agency. § 2. This act shall take effect immediately.
