TITLE OF BILL:

An act to amend the general city law, in relation to exempting the city
of Cortland from article four of the general city law

 
PURPOSE:

To allow the city of Cortland to dispense with its plumbing commission
and to appoint a plumbing inspector to fulfill those functions.

 
SUMMARY OF PROVISIONS:

Section 1 amends section 57 of the general city to add the city of Cort-
land to the list of cities already currently exempt under the law.
Section two provides for an effective date thirty days after it has been
signed into law.

 
              

EXISTING LAW:

Existing law exempts the cities of New York, Binghamton, Schenectady,
Elmira, Beacon, Hornell, Olean and Poughkeepsie from the provisions of
subdivision 1.

 
JUSTIFICATION:

Article four of the general city law requires examining boards for plum-
bers in certain cities to oversee applications and licensing. While the
city of Cortland currently operates under the law, and maintains a
plumbing commission, the city has found it difficult to recruit commis-
sion members and would find it more efficient to operate with a single
inspector. The city has requested the change in state law as a function
of their home rule privileges.
