CONGRATULATING Essex County Clerk Joseph A.
Provoncha upon the occasion of becoming the most
senior County Clerk in New York State on January 1,
2021

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens of this great Empire State who have
devoted themselves to faithfully serving the best interests of their
community and the needs of its residents; and

WHEREAS, Attendant to such concern and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate Essex County Clerk Joseph A. Provoncha upon the occasion of
becoming the most senior County Clerk in New York State on Friday,
January 1, 2021; and

WHEREAS, Sincerely loved and greatly respected by all those with
whom he works, Joseph A. Provoncha serves Essex County with intelligence
and caring dedication, continuously striving to effectively fulfill the
duties of his position; and

WHEREAS, Joseph A. Provoncha began his illustrious career in public
service on January 1, 1992, as a County Clerk, serving the interests of
the people of the Empire State as a trusted voice; and

WHEREAS, Instrumental in the positive transformation of the region,
Joseph A. Provoncha has advocated and partnered with countless
individuals and organizations to seek opportunities for the local
community and its residents; and

WHEREAS, On Friday, January 1, 2021, Joseph A. Provoncha will become
the most senior County Clerk in New York State, having served the
longest of all County Clerks currently in office; and

WHEREAS, In addition to County Clerk, this impressive man has also
held such titles as Agent for the Department of Motor Vehicles
Commissioner, Records Management Officer, Commissioner of Jurors and
Commissioner of Youth Services; and

WHEREAS, Joseph A. Provoncha has been presented with many awards and
accolades, including the Liberty Bell Award by the Essex County BAR
Association in both 1997 and 2014; he was also awarded the NYS Archives
and the Archives Partnership Trust - William H. Kelley Annual Archives
Award for excellence in local government archival program development in
2018; and

WHEREAS, Through the New York State Association of County Clerks
(NYSACC), this prestigious man was the Association's President in 2000,
and has served as its Recording Secretary since 2006; additionally, he
was named Clerk of the Year in 1996, and was awarded the Lifetime
Achievement Award in 2001; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Joseph A. Provoncha has
displayed throughout his life; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Joseph A. Provoncha, that future generations may know and appreciate
his admirable character, his many benevolent deeds, and the respect and
esteem in which he is held by his peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Essex County Clerk Joseph A. Provoncha upon the occasion of
becoming the most senior County Clerk in New York State on January 1,
2021; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Essex County Clerk Joseph A. Provoncha.
