HONORING James L. Hyer, Esq. upon the occasion of
his installation as incoming President of the
Westchester County Bar Association

WHEREAS, It is the sense of this Legislative Body to recognize that
the quality and character of life in the communities across New York
State are reflective of the concerned and dedicated efforts of those
organizations and individuals who would devote themselves to the welfare
of the community and its citizenry; and

WHEREAS, James L. Hyer has given not only of his time and energies
but also of his competence, intelligence and leadership and consequently
has been designated for special recognition; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend James L. Hyer, Esq. upon the occasion of his installation as
incoming President of the Westchester County Bar Association; and

WHEREAS, Established on February 11, 1896, the Westchester County
Bar Association, located in White Plains, New York, is a not-for-profit
corporation with a voluntary membership of approximately 2,000 lawyers;
and

WHEREAS, Its stated mission is to promote the system of justice,
improve the accessibility of the legal system to the public, increase
the standards by which attorneys practice, and promote a sense of
community among its members; and

WHEREAS, James L. Hyer earned his Bachelor of Arts degree in 2000,
with a major in Political Science and a minor in Public Policy from
Ramapo College located in Mahwah, New Jersey; he continued his education
at Pace University School of Law, in White Plains, New York, where he
received his J.D. in 2005; and

WHEREAS, Admitted to practice law in the Courts of the State of New
York, Southern District of New York, and Eastern District of New York,
James L. Hyer is also a trained mediator; and

WHEREAS, This knowledgeable man has successfully assisted clients in
a wide range of areas including estate planning, estate and trust
litigation, guardianship proceedings, commercial litigation and real
estate transactions; he currently serves as an Administrative Law Judge
for the Westchester County Human Rights Commission; and

WHEREAS, Throughout his illustrious career, James L. Hyer has been
recognized as a leader within the legal profession; he is active in the
Westchester County Bar Association and as a Member of the House of
Delegates of the New York State Bar Association, as well as a member of
the New York State Bar Association Task Force on Incarceration Release
Planning and Programs; and

WHEREAS, Furthermore, his steadfast dedication to his clients and
profession has led him to be selected for many awards and accolades,
including his designation as the Leading Attorney by Hudson Valley
Magazine in 2021, New York State Senate Commendation for Human Rights
Advocacy in 2020, Leading Attorney Under 40 presented by Pace Law
School, and the Human Rights Leadership Award by Westchester Residential
Opportunities, Inc. in 2017, just to name a few; and

WHEREAS, James L. Hyer has been recognized for his unwavering
commitment to community service by numerous organizations, including the
Rockland County Crime Prevention Bureau, Rockland County American
Legion, Ramapo Police Department, Rockland County Meals on Wheels, Boy
Scouts of America, Moose International, Together Our Unity Can Heal,
Inc., and Rockland County Office of Fire and Emergency Services; and

WHEREAS, It is the practice of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend James L. Hyer, Esq. upon the occasion of his installation as
incoming President of the Westchester County Bar Association, and to
wish his continued success in all his future endeavors; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to James L. Hyer.
