S T A T E O F N E W Y O R K ________________________________________________________________________ 6590 2021-2022 Regular Sessions I N A S S E M B L Y March 19, 2021 ___________ Introduced by M. of A. KELLES -- read once and referred to the Committee on Economic Development AN ACT to amend the economic development law, in relation to enacting the "investing in care act" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. This act shall be known and may be cited as the "investing in care act". § 2. The economic development law is amended by adding a new section 11 to read as follows: § 11. INVESTING IN CARE. 1. THE COMMISSIONER OF ECONOMIC DEVELOPMENT SHALL STUDY, DEVELOP, AND IMPLEMENT A LONG-TERM STRATEGY TO SUPPORT THE GROWTH OF THE CAREGIVING INDUSTRY IN NEW YORK STATE. SUCH STRATEGY SHALL BE DEVELOPED IN CONSULTATION WITH THE STATE'S REGIONAL ECONOMIC DEVELOP- MENT COUNCILS, THE COMMISSIONER OF HEALTH, AND ANY OTHER STATE AGENCIES OR OTHER SUCH ORGANIZATIONS OR PERSONS AS THE COMMISSIONER SHALL DEEM APPROPRIATE. SUCH STRATEGY SHALL BE BASED ON AN ANALYSIS OF FINANCIAL SUPPORT NEEDED FOR: (A) GROWTH OF CAREGIVING INDUSTRY BUSINESSES AND NON-PROFITS; (B) WORKFORCE DEVELOPMENT, RECRUITMENT, AND RETENTION NEEDS IN THE CAREGIVING INDUSTRY; AND (C) INNOVATION AND NEW MODES OF CAREGIVING DELIVERY IN THE CAREGIVING INDUSTRY. 2. WITHIN ONE YEAR OF THE EFFECTIVE DATE OF THIS SECTION, THE COMMIS- SIONER SHALL SUBMIT A REPORT OF THEIR FINDINGS, RECOMMENDATIONS, AND PLAN FOR IMPLEMENTATION OF SUCH LONG-TERM STRATEGY, INCLUDING PROPOSED LEGISLATION, IF ANY, TO THE GOVERNOR AND THE LEGISLATURE. 3. BEGINNING JANUARY FIRST NEXT SUCCEEDING THE DATE UPON WHICH THE COMMISSIONER SHALL HAVE SUBMITTED THE REPORT PURSUANT TO SUBDIVISION TWO OF THIS SECTION, AND ANNUALLY THEREAFTER, THE STATE'S REGIONAL ECONOMIC DEVELOPMENT COUNCILS SHALL DIRECT THIRTY PERCENT OF THEIR ANNUAL FUNDING EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
