ENGLEBRIGHT -- read once and referred to the Committee on Environmental Conservation AN ACT to amend a chapter of the laws of 2021 relating to directing the department of environmental conservation to study alternative munici- pal uses for recycled glass, as proposed in legislative bills numbers A. 6333 and S. 4094, in relation to conducting a study on glass collection, processing and recycling THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Sections 1 and 2 of a chapter of the laws of 2021 relating to directing the department of environmental conservation to study alternative municipal uses for recycled glass, as proposed in legisla- tive bills numbers A. 6333 and S. 4094, are amended to read as follows: Section 1. The department of environmental conservation[, in consulta- tion with the department of transportation,] shall conduct a study on [alternative municipal uses for recycled glass] GLASS COLLECTION, PROC- ESSING, AND RECYCLING including, but not limited to, [the use of crushed glass in asphalt, concrete, drainage, roadway subgrade, and for the purposes of beach nourishment] POTENTIAL MARKETS FOR GLASS, WASTE REDUCTION, AND PRODUCT SUBSTITUTIONS. § 2. The department of environmental conservation shall issue a report containing the findings of the study [to the temporary president of the senate, the speaker of the assembly, the chair of the senate environ- mental conservation committee, and the chair of the assembly environ- mental conservation committee no later than one year after the effective date of this act and shall submit with this report such legislative proposals as it deems necessary to implement its recommendations. Such report shall also be published on such department's website] ON OR BEFORE DECEMBER 31, 2023. THE REPORT SHALL BE POSTED ON THE DEPARTMENT'S WEBSITE. § 2. This act shall take effect on the same date and in the same manner as a chapter of the laws of 2021 relating to directing the department of environmental conservation to study alternative municipal uses for recycled glass, as proposed in legislative bills numbers A. 6333 and S. 4094, takes effect.
