 Introduced by Sens. COMRIE, MAYER -- read twice and ordered printed, and
   when printed to be committed to the Committee on Energy and Telecommu-
   nications
 
 AN  ACT  in  relation  to  authorizing  and directing the public service
   commission to conduct a comprehensive study and prepare  a  report  on
   the  feasibility of transferring services provided by gas and electric
   corporations in this state to an entity  owned  and  operated  by  the
   state of New York
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public service commission is authorized and directed to
 conduct a comprehensive study and prepare a report on the feasibility of
 transferring services provided by gas and electric corporations in  this
 state  to  an  entity  owned and operated by the state of New York. Such
 report shall include, but not be limited to:
   1. a recommendation on the nature of such entity and how  such  entity
 should be structured;
   2. the role of such entity with respect to other state agencies;
   3.  the degree of autonomy and independence that such entity should be
 afforded;
   4. a projection of the cost of such transfer;
   5. a projection of the long-term cost effectiveness of such transfer;
   6. the impact on the price of energy to consumers;
   7. the impact on the price of the delivery of energy to consumers;
   8. the impact on the quality of service provided to consumers;
   9. the impact on the efficiency and  effectiveness  of  responding  to
 power outages and storm related damage; and
   10. any other information the commission deems appropriate.
   § 2. Such report shall be filed with the governor, the temporary pres-
 ident  of  the  senate,  and the speaker of the assembly within one year
 after the effective date of this act.
   § 3. This act shall take effect immediately.
