BILL NUMBER: S4460 SPONSOR: AKSHAR TITLE OF BILL: An act to provide for the development, expansion, and/or operation of substance abuse supports and services for treatment, recovery, and prevention of heroin and opiate use and addiction disorders; and making an appropriation therefor PURPOSE OR GENERAL IDEA OF BILL: This bill appropriates funds to the office of addition services to develop, expand and/or operate substance abuse supports and services, including but not limited to housing services. SUMMARY OF SPECIFIC PROVISIONS: Section 1. AKSHAR -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to provide for the development, expansion, and/or operation of substance abuse supports and services for treatment, recovery, and prevention of heroin and opiate use and addiction disorders; and making an appropriation therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The sum of seventy-five million dollars ($75,000,000) is hereby appropriated to the office of addiction services and supports out of any moneys in the state treasury in the general fund to the credit of the state purposes account for services and expenses to support efforts to develop, expand, and/or operate substance abuse supports and services for treatment, recovery, and prevention of heroin and opiate use and addiction disorders including but not limited to the provision of hous- ing services for affected populations. Notwithstanding any other provision of law to the contrary, the expenditures from this appropri- ation, and any portion of the money hereby appropriated may be trans- ferred from this appropriation to the local assistance, state oper- ations, and/or capital projects appropriations of the office of addiction services and supports and/or any other appropriation of the office of addiction services and supports. Notwithstanding sections 112 and 163 of the state finance law and section 142 of the economic devel- opment law, or any other inconsistent provision of law, funds available for expenditure pursuant to this appropriation for the development, expansion, and/or operation of treatment, recovery, prevention and/or housing services for persons with heroin and opiate use and addiction disorders, may be allocated and distributed by the commissioner of the office of addiction services and supports, subject to approval of the director of the budget, without a competitive bid or request for proposal process.
