2021-S5869 - Summary

Requires state disaster preparedness plans to include at least one annual simulation of both natural and man-made disaster events in the form of a tabletop exercise in which key personnel assigned emergency management roles and responsibilities gather to discuss, in a non-threatening environment, various simulated emergency situations; provides that such simulation shall be completed annually prior to the first of May in areas at risk to hurricane damage.

 Introduced  by  Sen.  BROOKS -- read twice and ordered printed, and when
   printed to be committed to the Committee on Veterans, Homeland Securi-
   ty and Military Affairs
 
 AN ACT to amend the executive law, in relation to simulation of disaster
   events
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Subparagraphs 15 and 16 of paragraph b of subdivision 3 of
 section 22 of the executive law, as amended by section 3 of  part  B  of
 chapter 56 of the laws of 2010, are amended and a new subparagraph 17 is
 added to read as follows:
   (15)  a  system  for  obtaining and coordinating situational awareness
 including the centralized assessment of disaster effects  and  resultant
 needs; [and]
   (16)  utilization  and  coordination of programs to assist individuals
 with household pets and  service  animals  following  a  disaster,  with
 particular  attention to means of evacuation, shelter and transportation
 options[.]; AND
   (17) ANNUAL SIMULATION OF BOTH NATURAL AND MAN-MADE DISASTER EVENTS IN
 THE FORM OF A TABLETOP EXERCISE IN WHICH KEY PERSONNEL ASSIGNED EMERGEN-
 CY MANAGEMENT ROLES AND RESPONSIBILITIES GATHER TO DISCUSS,  IN  A  NON-
 THREATENING  ENVIRONMENT,  VARIOUS SIMULATED EMERGENCY SITUATIONS.  SUCH
 SIMULATION SHALL BE COMPLETED ANNUALLY PRIOR TO THE FIRST OF MAY.
   § 2. This act shall take effect on the one hundred twentieth day after
 it shall have become a law. Effective immediately, the addition,  amend-
 ment and/or repeal of any rule or regulation necessary for the implemen-
 tation  of  this act on its effective date are authorized to be made and
 completed on or before such effective date.
