   and when printed to be committed to the Committee on Local Government
 
 AN ACT in relation to authorizing the  town  of  Orangetown,  county  of
   Rockland to discontinue the use of certain park land
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subject to the provisions of this act, the town of  Orange-
 town,  Rockland  County,  acting  by and through its governing body, and
 upon such terms and conditions as determined by  such  body,  is  hereby
 authorized  to  discontinue  the use as park land and alienate the lands
 described in sections three and four of this act, and convey such  lands
 by  appropriate  instrument  to  the  county  of Rockland, including any
 necessary temporary easements and rights-of-way over such lands, for the
 purpose of the county of Rockland  completing  roadway  safety  improve-
 ments,  including the replacement of a structurally deficient bridge and
 channel realignment in order  to  reduce  flooding  in  the  area.  Upon
 completion of the roadway safety improvements and channel realignment by
 the county of Rockland as authorized by this act, the county of Rockland
 shall  restore  the  surface of the lands more particularly described in
 section four of this act and such lands shall continue to  be  used  for
 park purposes by the town.
   §  2.  The  authorization provided in section one of this act shall be
 effective only upon the condition that the town of  Orangetown  dedicate
 an  amount  of  land  equal  to or greater than the fair market value of
 parklands being discontinued towards the acquisition  of  new  parklands
 and/or  capital  improvements  to existing park and recreational facili-
 ties.
   § 3. The parklands to be alienated by the town of Orangetown, Rockland
 County, pursuant to section one of this act are described as follows:

 AN ACT in relation to authorizing the  town  of  Orangetown,  county  of
   Rockland to discontinue the use of certain park land
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subject to the provisions of this act, the town of  Orange-
 town,  Rockland  County,  acting  by and through its governing body, and
 upon such terms and conditions as determined by  such  body,  is  hereby
 authorized  to:  (a)  discontinue  the use as park land and alienate the
 lands described in section three of this act, and convey such  lands  by
 appropriate instrument to the county of Rockland, for the purpose of the
 county of Rockland completing roadway safety improvements, including the
 replacement  of  a structurally deficient bridge and channel realignment
 in order to reduce flooding in the area; and (b) temporarily discontinue
 the use of the parklands identified in section four  of  this  act,  for
 such construction.
   §  2.  The  authorization provided in section one of this act shall be
 effective only upon the condition that the town of  Orangetown  dedicate
 an  amount  of  land  equal  to or greater than the fair market value of
 parklands being discontinued towards the acquisition  of  new  parklands
 and/or  capital  improvements  to existing park and recreational facili-
 ties.
   § 3. The parklands to be permanently alienated by the town of  Orange-
 town, Rockland County, pursuant to section one of this act are described
 as follows:
