BILL NUMBER: S7675 SPONSOR: MANNION TITLE OF BILL: An act to amend the executive law, in relation to establishing training and education practices for firefighters and first responders to protect and assist mobility limited and intellectually challenged individuals during an emergency situation PURPOSE OR GENERAL IDEA OF BILL: This legislation would require the division of homeland security and emergency services to establish best practices for first responders and firefighters to assist individuals with disabilities. SUMMARY OF PROVISIONS: Section 1. Amend section 709 of the executive law. Requires DHSES to their current offerings of best practices regarding firefighter and emergency response training and education to include skills and tech- niques necessary to protect individuals with disabilities

MANNION -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the executive law, in relation to establishing training and education practices for firefighters and first responders to protect and assist mobility limited and intellectually challenged individuals during an emergency situation THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (u) of subdivision 2 of section 709 of the execu- tive law, as added by section 22 of part B of chapter 56 of the laws of 2010, is amended to read as follows: (u) Notwithstanding article six-C of this chapter, or any other provision of law to the contrary, the division of homeland security and emergency services shall establish best practices regarding training and education for firefighters and first responders which shall include but not be limited to: minimum basic training for firefighters and first responders; in-service training and continuing education; MINIMUM BASIC TRAINING TO PROVIDE FIREFIGHTERS AND FIRST RESPONDERS WITH THE PRACTICAL SKILLS AND TECHNIQUES NECESSARY TO PROTECT AND ASSIST BOTH MOBILITY LIMITED AND INTELLECTUALLY CHALLENGED INDIVIDUALS DURING AN EMERGENCY SITUATION; and specialized training as it may apply to the specific duties of a category of emergency personnel. § 2.
