TITLE OF BILL:

An act to amend the vehicle and traffic law, in relation to the regis-
tration of vintage snowmobiles

 
PURPOSE:

To exempt those sleds manufactured prior to the last thirty years.

 
SUMMARY OF PROVISIONS:

Amends subdivision 11 of section 2222 of the vehicle and traffic law by
adding a new paragraph (d).

 
JUSTIFICATION:

The collecting and restoration of vintage sleds, has become a popular
pastime in the snowmobile community. Exempting these sleds from regis-
              

tration will encourage this sector of the snowmobile community to grow.

Compared to today's modern snowmobiles these sleds can only be ridden
for a short few miles at any one time, or are featured in a limited way
in shows and parades. The NY registration is based on sleds which are
ridden hundreds if not thousands of miles each year and contribute to
the trail maintenance system.

There are approximately 220, 1980 and earlier snowmobiles registered in
NY. If these sleds are operated anywhere in the state other than on the
land under the control of the owner of the sled, they are still required
to carry liability insurance as provided in section 25.13 of the Parks,
Recreation and Historic Preservation Law.

The New York State Snowmobile Association supports this legislation and
has advocated for its introduction.

FISCAL IMPLICATIONS:

Based on the estimated number of sleds that would no longer be regis-
tered it is possible that the general fund will lose $2200.

 
EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become a law, provided that the commissioner of motor vehicles is imme-
diately authorized and directed to promulgate and/or repeal any rules or
regulations necessary to implement the provisions of this act on its
effective date.
