LEGISLATIVE RESOLUTION commending Dora Fowler upon the occasion of her
designation for special recognition by the Catskill Regional Teacher
Center on May 5, 2009

WHEREAS, New York State's commitment to education is unparalleled; its
history and stature are secured by the superlative caliber of its educa-
tional professionals and the students they inspire; and
WHEREAS, It is the sense of this Legislative Body to recognize those
outstanding educational leaders, whose dedication and achievements have
been instrumental in developing character and academic excellence in the
young people of New York State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Dora Fowler upon the occasion of her designation for special recognition
by the Catskill Regional Teacher Center at its 25th Annual Meeting and
National Teacher Day Celebration to be held on Tuesday, May 5, 2009, at
the Upper Catskills Community Council for Arts Building, Oneonta, New
York; and
WHEREAS, A woman of singular distinction, Dora Fowler has the distinct
honor of being the oldest public school teacher in New York State and
the second longest continually employed public school teacher in New
York State history; and
WHEREAS, For more than 58 years, Dora Fowler has diligently served
countless students, parents, teachers, staff and community members, but
mere years of service do not begin to measure her extraordinary contrib-
utions to Roxbury Central School in Delaware County, New York; and
WHEREAS, Dora Fowler was hired by the Roxbury Central School on
September 1, 1950; she earned her Bachelor's degree at the State Univer-
sity College of Oneonta in 1943; she also received her "Elementary
Common Branch" certificate on September 1, 1954 with a 7-12 English
extension on February 1, 1970; and
WHEREAS, In addition, Dora Fowler obtained her Master of Education
degree from SUNY Oneonta on May 30, 1970, and received the prestigious
honor of being designated the Teacher of the Year in 2001 by Walmart;
and
WHEREAS, During her esteemed tenure with Roxbury Central School, Dora
Fowler has taught on both the elementary and secondary levels; today,
she teaches remedial grammar and writing to fifth and sixth graders and
provides help when needed with middle level English language art class-
es; and
WHEREAS, Educators like Dora Fowler provide a tremendous service to
the future of our state and nation, inspiring generations of young
people in their educational journeys and ensuring their success in their
future years; and
WHEREAS, Throughout her distinguished career, Dora Fowler has contin-
ually demonstrated an impressive dedication, an unparalleled devotion
and an unremitting enthusiasm for the quality of the educational
programs and opportunities offered at Roxbury Central School for the
benefit of its faculty and students, as well as for the entire communi-
ty; and
WHEREAS, Dora Fowler has clearly had an enduring impact on the youth
of Roxbury, New York, as well as on the community-at-large, and accord-
ingly merits the recognition and applause for her impressive dedication
to others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Dora Fowler upon the occasion of her designation for special
recognition by the Catskill Regional Teacher Center, and for her signif-

icant contributions to education in New York State; and to wish her
continued success in all of her future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dora Fowler.
