LEGISLATIVE RESOLUTION honoring Dr. Roy R. DeFrancis, D.P.M. upon the
occasion of his retirement as President of the New York State Podiatric
Medical Association

WHEREAS, It is the sense of this Legislative Body to commend individuals
whose professional commitment and dedication enhance the excellence of
health care in their community and the great State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Dr.
Roy R. DeFrancis, D.P.M. upon the occasion of his retirement as Presi-
dent of the New York State Podiatric Medical Association; and
WHEREAS, A man of singular distinction, Dr. Roy R. DeFrancis has
continually demonstrated extreme competence, extraordinary intelligence,
and diligent leadership in his unwavering service to his profession and
the mission of the New York State Podiatric Medical Association; and
WHEREAS, Dr. Roy R. DeFrancis has been called upon to contribute his
time and talents to countless civic and charitable endeavors on behalf
of the New York State Podiatric Medical Association and has always given
of himself unstintingly; and
WHEREAS, An exemplary leader, Dr. Roy R. DeFrancis has served as both
President and Vice President for the New York State Podiatric Medical
Association; he was also the Co-Chairman of the Insurance Committee and
is currently a member of the Board of Trustees; and
WHEREAS, In his capacity as President of the New York State Podiatric
Medical Association, Dr. Roy R. DeFrancis served with loyalty, honor and
distinction, and was governed by a keen sense of duty and always showed
a unique grasp of human problems in his official acts; and
WHEREAS, Dr. Roy R. DeFrancis is an extraordinary doctor who serves as
the Staff Podiatrist for the Erie County Health Department and as a
Consulting Staff Physician at Bry-Lin Hospital; he also has Podiatric
Surgical Privileges at Millard Fillmore Hospital, Millard Fillmore
Surgery Center, St. Joseph Hospital, Buffalo General Hospital, Erie
County Medical Center and Sisters of Charity Hospital; and
WHEREAS, Additionally, Dr. Roy R. DeFrancis is a member of the Ameri-
can Podiatric Medical Association (APMA) who has served as a Delegate to
its House of Delegates; he is the Founding Podiatrist for Healthcare
Professionals of Western New York; he has also served as a New York
State Representative for the National Carrier Advisory Committee and as
a Carrier Advisory Committee Representative to New York State Medicare;
and
WHEREAS, Highly respected, Dr. Roy R. DeFrancis is a Clinical Associ-
ate Professor at the Residency Program of the University of Buffalo
Medical School and is also an instructor for the Sisters Hospital Podia-
tric Residency Program; and
WHEREAS, Despite his busy professional life, Dr. Roy R. DeFrancis has
served on the Board of Directors and as a Coach for the Mack Little
League; he is a member of the Board of Directors for Buffalo Opera
Unlimited and Masonic Lodge No. 921; he is also a driving force behind
Friends of the Night People, a free Podiatry Clinic, and is a devoted
member of Temple Beth Zion; and
WHEREAS, A graduate of Brooklyn Technical High School, Dr. Roy R.
DeFrancis received his Bachelor of Arts degree from Adelphi University
and his D.P.M. degree from New York College of Podiatric Medicine; and
WHEREAS, In the faithful performance of his duties and responsibil-
ities, Dr. Roy R. DeFrancis' ongoing efforts and notable achievements
have significantly contributed to bettering the quality of life in his
community; and

WHEREAS, Throughout his distinguished career, Dr. Roy R. DeFrancis has
displayed initiative and an unrelenting commitment when pursuing the
highest of goals, and has served as a role model of leadership to be
emulated by all; and
WHEREAS, Dr. Roy R. DeFrancis has continuously served his patients
with the utmost compassion and care; he has contributed to the mainte-
nance and enhancement of the highest professional standards; sharing
with others his knowledge and expertise, as well as remaining dedicated
and committed to the highest quality of health care; now, therefore, be
it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Roy R. DeFrancis, D.P.M. upon the occasion of his retirement
as President of the New York State Podiatric Medical Association; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Roy R. DeFrancis, D.P.M.
