LEGISLATIVE RESOLUTION honoring Kingston Police Department Officers
Tiffanie Downey, Eduardo Alvarez, and Paul Herrling upon the occasion of
receiving the Police Chief's Association of Ulster County's Meritorious
Police Service Award on May 8, 2009

WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished officers and citizens who would devote themselves to
public service, demonstrating great courage and diligence in providing
for the care and welfare of the citizens of their communities and this
great Empire State; and
WHEREAS, Within every community of the State of New York, there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Kingston
Police Department Officers Tiffanie Downey, Eduardo Alvarez, and Paul
Herrling upon the occasion of receiving the Police Chief's Association
of Ulster County's Meritorious Police Service Award at its Law Enforce-
ment Awards Banquet to be held at the Hillside Manor in Kingston, New
York, on Friday, May 8, 2009; and
WHEREAS, On November 28, 2008, Officers Tiffanie Downey and Eduardo
Alvarez were dispatched to a reported gunshot victim in the City of
Kingston; upon arrival, they were immediately directed towards an area
near the initial call; and
WHEREAS, Officers Tiffanie Downey and Eduardo Alvarez were immediately
confronted with two subjects attempting to flee the area on foot; a
chase ensued and one of the subjects reached into his waistband as if he
were challenging the officers; and
WHEREAS, After the officers lost visual contact with the individual,
Officer Paul Herrling, who had responded to assist, immediately picked
up the chase and located a subject who was ultimately determined to be
the subject they sought and was apprehended; and
WHEREAS, The search of the area where the subject turned toward the
officers, revealed a loaded Tech 9mm weapon that had been discarded in a
backyard of an occupied residence during the chase; the resulting arrest
and closure of the case was a direct result of the officers' actions,
and a well-coordinated search for persons and evidence; and
WHEREAS, The Town of Ulster Police Department, the Ulster County
Sherriff's Office, and the New York State Police also assisted in the
investigation; the quick thinking and quick acting of all involved led
to the successful conclusion of what could have been a tragic circum-
stance; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Kingston Police Department Officers Tiffanie Downey, Eduardo Alva-
rez, and Paul Herrling upon the occasion of receiving the Police Chief's
Association of Ulster County's Meritorious Police Service Award on May
8, 2009; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Kingston Police Department Officers Tiffanie Downey, Eduardo
Alvarez, and Paul Herrling.
