LEGISLATIVE RESOLUTION commending Billie Tucker upon the occasion of her
designation for special recognition by the Senior Personnel Placement
Bureau on May 19, 2009

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge those exemplary individuals whose purposeful lives
and distinguished careers have been committed to bettering the quality
of life in this great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Billie Tucker upon the occasion of her designation for special recogni-
tion by the Senior Personnel Placement Bureau on Tuesday, May 19, 2009;
and
WHEREAS, Billie Tucker is a woman of singular distinction who has
continually demonstrated extreme competence, extraordinary intelligence
and diligent leadership in her unwavering service to her community and
profession and consequently has been designated for this most presti-
gious honor; and
WHEREAS, The heart of the New Rochelle Public Library for 25 years,
Billie Tucker was hired by the Library in 1979, and was charged with the
responsibility of creating a City Cultural Center; upon her retirement
in 2004, the Center held more than 2,400 programs and exhibits a year;
and
WHEREAS, Despite her busy professional life, Billie Tucker has been
called upon to contribute her time and talents to countless civic and
charitable endeavors and has always given of herself unstintingly; and
WHEREAS, Billie Tucker has been an active volunteer in the community
for more than 40 years, beginning with the PTA Presidency at Mayflower
School, Albert Leonard Junior High School, and New Rochelle High School,
as well as New Rochelle PTA Council and Westchester PTA Council; she was
also a Girl Scout Leader for 20 years; and
WHEREAS, In her early pursuits to provide a broad base of cultural
activities, Billie Tucker sought to bring opera to New Rochelle, and
along with Camille Coppola, founded New Rochelle Opera, Inc. in 1985;
and
WHEREAS, As current Board President of the Company, Billie Tucker
helps to produce professional quality opera performances for the commu-
nity at a minimal cost; recently, she also co-founded Tutti Bravi
Productions, and produced and directed an original opera, "The Gentle
Lark" of New Rochelle, which celebrates the life of former New Rochelle
opera singer Ellabelle Davis; and
WHEREAS, An ardent supporter of the arts, Billie Tucker is an active
board member and Treasurer of the New Rochelle Council on the Arts, and
a member of the Municipal Arts Commission; and
WHEREAS, In addition, Billie Tucker is a longtime member of The New
Rochelle Council of Community Services, where she has served as co-Pre-
sident and is currently on its board; she is also a member of the
Village Team, a long-term board member of the Senior Personnel Placement
Bureau, past President of the Zonta Club of New Rochelle and New
Rochelle TheatreWorks; she has served on the Board of Literacy Volun-
teers of Westchester, as well as in numerous capacities in professional
library associations; and
WHEREAS, In appreciation of her efforts of in-depth magnitude, Billie
Tucker has been recognized by The New Rochelle Council of Community
Services, The Westchester Arts Council, New Rochelle Council on the
Arts, and The New Rochelle Chapter of Negro Business and Professional
Women's Clubs; she also received the Cab Calloway Lifetime Achievement

Award from the Westchester Dinner Theatre and is the recipient of numer-
ous library association awards; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Billie Tucker has stood constant in
dignity, good grace and humor; and
WHEREAS, With her throughout have been her husband, Phil, and their
four daughters, all of whom feel privileged to be a part of her life and
rejoice in her achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Billie Tucker has displayed through-
out her life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Billie Tucker upon the occasion of her designation for special
recognition by the Senior Personnel Placement Bureau on May 19, 2009;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Billie Tucker.
