LEGISLATIVE RESOLUTION mourning the death of Bernard W. Bailey, distin-
guished citizen and devoted member of his community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Bernard W. Bailey of Apalachin, New York, died on Friday,
April 10, 2009, at the age of 79; and
WHEREAS, Born on May 22, 1929, in Forest City, Pennsylvania, to Dora
and William Bailey, Bernard was fondly known as Bud to his many friends
throughout the Southern Tier; and
WHEREAS, Bernard W. Bailey enlisted in the United States Army at the
age of 17, and was a veteran of World War II and the Korean War; and
WHEREAS, He distinguished himself in his profession and by his sincere
dedication and substantial contribution to the welfare of his community;
his successful 32-year career with IBM began in Endicott, New York, in
1953; and
WHEREAS, Bernard W. Bailey was proud and honored to have contributed
to the United State's NASA Space Program; and
WHEREAS, His entrepreneurial spirit led to the creation of Bud's Place
in Apalachin, New York; as a community member for 55 years, he and his
friends established the Apalachin Grenadiers Drum & Bugle Corps, as well
as the Apalachin Fireman's Field Days; and
WHEREAS, Bernard W. Bailey's commitment to excellence, and his spirit
of humanity, carried over into all fields of enterprise, including char-
itable and civic endeavors; and
WHEREAS, He was an active life member of the Apalachin Volunteer Fire
Department, Tioga County Deputy Fire Coordinator, Tioga County Veterans'
Benefits Administrator, and Past Commander of the V.F.W. Post 1371,
Owego, New York; and
WHEREAS, A life member of the V.F.W. Post 1371 and the American Legion
Post 401, Bernard W. Bailey's spiritual life grew as a dedicated member
of St. Paul's Episcopal Church, in Owego, New York; and
WHEREAS, Predeceased by his daughter, Karen; grandson, Thomas; broth-
er, William; and brothers-in-law, Leroy Rotherforth and Peter Babiak,
Bernard W. Bailey is survived by his loving wife of nearly 58 years,
Maxine; his children, Thomas, Bernard (Dianne), Joylyn (Robert), and
John (Christee); his grandchildren, Heather, Ray, Autumn, Karen, Scott,
Eric, Kimberly, Bailey, Michael, Bradford, and Christopher; one great-
grandson, Elijah; a sister, Margaret Babiak; sisters-in-law, Noreen
Swegel (Robert), Marti Rotherforth, and Bonnie Bailey; and brother-in-
law, Gary Rotherforth; as well as numerous nieces and nephews; and
WHEREAS, Armed with a humanistic spirit, imbued with a sense of
compassion, and comforted by a loving family, Bernard W. Bailey leaves
behind a legacy which will long endure the passage of time and will
remain as a comforting memory to all he served and befriended; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Bernard W. Bailey, distinguished citizen and devoted
member of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Bernard W. Bailey.
