LEGISLATIVE RESOLUTION commending Dr. Victor Gaines upon the occasion of
his designation for special recognition by the Foundation for Vassar
Brothers Medical Center on September 26, 2009

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Dr. Victor Gaines has given not only of his time and energies
but also of his competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to commend Dr. Victor
Gaines upon the occasion of his designation for special recognition by
the Foundation for Vassar Brothers Medical Center at its 20th Annual
Diamond Gala to be held at the FDR Library on Saturday, September 26,
2009; and
WHEREAS, Born on St. Patrick's Day, March 17, 1952, at McDill Air
Force Base in Tampa, Florida, Dr. Victor Gaines grew up with his three
sisters, Marjorie, Deborah, and Barbara, on the south shore of Long
Island's Suffolk County; and
WHEREAS, Dr. Victor Gaines graduated from Bay Shore High School in
June 1970; he then went on to attend Brown University where he graduated
with a major in Psychology in 1974; at his parents' urging, he applied
to and was accepted at New York Medical College; he obtained his MD
degree in the spring of 1978, and then started an Internal Medicine
internship at the Northern Division of the Albert Einstein Medical
Center in Philadelphia; and
WHEREAS, While interning, Dr. Victor Gaines quickly realized he did
not want to be a doctor; however, he realized he had a talent for
analyzing images and solving the puzzles of diagnostic medicine; as a
result, he enrolled in a three-year radiology residency at Temple
University Hospital; and
WHEREAS, During this time, Dr. Victor Gaines found he was also very
adept at manipulating wires and catheters; this was a time of great
excitement and innovation in a new subspecialty and so he completed a
Fellowship in what was then known as Cardiovascular and Interventional
Radiology; and
WHEREAS, Throughout his entire medical career, Dr. Victor Gaines has
been with the Radiology practice now known as DRA Imaging PC; its
in-hospital component began and is still centered at Vassar Brothers
Medical Center; and
WHEREAS, Dr. Victor Gaines was the first to perform many "noninvasive"
modern medical procedures such as thrombolysis and metallic stent place-
ment at Vassar; and
WHEREAS, Dr. Victor Gaines served as Assistant Director of the Radiol-
ogy Department at Vassar Hospital from 1992 to 1997, then became Direc-
tor and held that position until 2004; since 2000, he has been DRA's
President and CEO; he is also the Director of Imaging at Sharon Hospi-
tal; and
WHEREAS, In recognition of his efforts of in-depth magnitude, Dr.
Victor Gaines has been the recipient of numerous awards and accolades;
in 2000, he was a recipient of the Vassar Medical Center "Doctor of the
Year" award; and
WHEREAS, Dr. Victor Gaines has been called upon to contribute his time
and talents to countless civic and charitable endeavors and has always
given of himself unstintingly; and

WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Dr. Victor Gaines has stood constant
in dignity; good grace and humor; and
WHEREAS, With him throughout have been his wife, Linda, his sons,
Daniel, Jacob, and Jonathan as well as his daughters, Pamela (Adam),
Hilary, and Marissa, all of whom feel privileged to be a part of his
life and rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Dr. Victor Gaines has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Dr. Victor Gaines upon the occasion of his designation for
special recognition by the Foundation for Vassar Brothers Medical
Center; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Victor Gaines.
