LEGISLATIVE RESOLUTION honoring Charles S. North upon the occasion of
his designation as recipient of the 2010 Dutchess County Distinguished
Citizen Award from the Boy Scouts of America Hudson Valley Council

WHEREAS, It is the sense of this Legislative Body to publicly recognize
those extraordinary individuals who have made contributions to the
cultural enrichment of the State of New York and to the success and
progress of society in the course of their life's work; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Charles S. North upon the occasion of his designation as recipient of
the 2010 Dutchess County Distinguished Citizen Award from the Boy Scouts
of America Hudson Valley Council; and
WHEREAS, Charles North, president of the Dutchess County Regional
Chamber of Commerce, relocated to the Hudson Valley in 1982 to work as
vice president and business development officer of Norstar Bank; he left
banking in 1990 to pursue his interest in radio as vice president of
public relations for WKIP and Q92.1 FM; and
WHEREAS, In 1992, having made a name for himself in the business
community, Charles North was appointed to the presidency of the Pough-
keepsie Area Chamber of Commerce; during his tenure at this position,
the Chamber thrived, membership doubled, programs to enhance business
and member activities increased, satellite offices for state and
national business development were instituted, and advocacy for legis-
lation affecting business strengthened; and
WHEREAS, In 1996, Charles North returned to banking as vice president
of marketing, public relations and business development at Riverside
Bank; however, in 2000, he accepted the opportunity and challenge to
become president of the Poughkeepsie Area Chamber of Commerce once
again; under his second term, the Chamber has enjoyed further success,
where membership increased to nearly 1,800 members, resulting in the
organization's name change in 2008 from Poughkeepsie Area Chamber of
Commerce to the Dutchess County Regional Chamber of Commerce; and
WHEREAS, A true asset to society, Mr. North's service to various not
for profit organizations, include: the American Cancer Society, the
Arlington Education Foundation, the Lutheran Care Center at Concorde
Village, Dutchess County Tourism, the Saint Francis Hospital Foundation,
and Dutchess County United Way; and
WHEREAS, In June of 2003, Charles North was recognized for his work
with Lighthouse, Inc.; he received the prestigious Dale Carnegie Leader-
ship Award in December of 2003, and this award is given annually to less
than 20 people worldwide; it was bestowed upon him in recognition of his
leadership skills and for building an organization that strongly
supports the Hudson Valley region; and
WHEREAS, Because of his strong commitment to education and passion for
students who desire to learn more about business, in April of 2008,
Charles North was inducted as an honorary member of the Dutchess Commu-
nity College Delta Zeta Chapter of the Alpha Beta Gamma International
Business Honor Society, and Support for Military at Stewart Airport; and
WHEREAS, With him throughout have been his wife, Joanne and their two
sons, Alexander and Joseph, all of whom feel privileged to be a part of
his life and rejoice in his achievements; and
WHEREAS, This Legislative Body is pleased to have this opportunity to
express its highest admiration for Charles North and to wish him contin-
ued success in all of his future endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Charles S. North upon the occasion of his designation as recipient

of the 2010 Dutchess County Distinguished Citizen Award from the Boy
Scouts of America Hudson Valley Council; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Charles S. North.
