LEGISLATIVE RESOLUTION commending William Scott Wilkins, upon the occa-
sion of receiving the Men of Distinction Award on June 10, 2010

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, William Scott Wilkins has given not only of his time and
energies but also of his competence, intelligence and leadership and
consequently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor William Scott
Wilkins, upon the occasion of receiving the Men of Distinction Award, to
be celebrated on June 10, 2010, at the 3rd Annual Men of Distinction
Award Ceremony; and
WHEREAS, Presently Bill Wilkins is the Director for Economic Develop-
ment for the Local Development Corporation of East New York; his respon-
sibilities include, but are not limited to, managing several City and
State economic development districts that are set aside specifically to
bring investment, tax incentives and employment opportunities to East
Brooklyn; and
WHEREAS, Bill Wilkins was born, raised and fortunately, resides in
East Brooklyn; this gives him invaluable insight to the many economic
issues facing the community and brings a much needed local perspective
and response; and
WHEREAS, Bill Wilkins also recognizes that a community's well-being
rests with the economic well-being of the individual, as such, he coun-
sels residents in a wide range of financial literacy issues; so, it is
with little surprise that his perspective of the community is sought
after by advisory boards, media outlets and civic leaders; and
WHEREAS, A graduate of Syracuse University, Bill Wilkins has also
enhanced his professional life with certifications from Harvard Univer-
sity, the American Banking Institute and the New York City Department of
Consumer Affairs; he is a strong advocate for the youth in the communi-
ty, having been personally affected by events resulting from youth
violence and as such, is committed to ways that redirect youth energy
into positive outcomes; and
WHEREAS, Bill Wilkins is an active member of the Board of Directors of
the Trey Whitfield School, former Board Member of the Minority Education
Sports and Arts, and a member of Berean Missionary Baptist Church, as
well as Kappa Alpha Psi; and
WHEREAS, Bill Wilkins is married to Denyce Wilkins, an attorney with
the City of New York and together they manage the loving demands of
their three children, Danielle and Danah, presently attending Spellman
College and Jahquan, as aspiring 11-year-old actor, attending Trey Whit-
field School; and
WHEREAS, William Wilkins has been called upon to contribute his time
and talents to countless civic and charitable endeavors and has always
given of himself unstintingly; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, William Wilkins has stood constant
in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which William Wilkins has displayed
throughout his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend William Scott Wilkins, upon the occasion of receiving the Men of
Distinction Award on June 10, 2010; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to William Scott Wilkins.
