LEGISLATIVE RESOLUTION honoring Detective Captain Alex J. Minor upon the
occasion of his retirement from the Binghamton Police Department

WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished officers and citizens who would devote themselves to
public service, demonstrating great courage and diligence in providing
for the care and welfare of the citizens of their communities and this
great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Detective
Captain Alex J. Minor upon the occasion of his retirement from the Bing-
hamton Police Department on Friday, March 12, 2010; and
WHEREAS, A Binghamton native, Alex Minor came to police work from
military service; he was drafted into the United States Army in the
mid-1960s, and wound up serving in Germany instead of Vietnam; and
WHEREAS, Alex Minor joined the police bureau in 1970; he has worked
and solved Binghamton's major cases, many of them homicides, for
decades; and
WHEREAS, Along with Captain Minor was the retirement of his long time
partner, Detective Sergeant Arnold Nanni; together, they began walking
the beat as patrolmen, then as detectives with a combined 79 years of
experience with the Binghamton Police Bureau; and
WHEREAS, Captain Minor has stayed calm and professional and treated
even the most heinous suspects in murder cases with respect during
police interviews; his approach and demeanor gave him confessions and
evidence that held up in the courtroom; and
WHEREAS, Captain Minor mentioned that the most important skill a
detective can have is the ability to listen to people; despite all the
high-tech, evidence-gathering techniques, and the advent of DNA analy-
sis, crimes are solved when police listen to what witnesses and perpe-
trators say and by paying attention to body language; and
WHEREAS, Following his retirement from the Binghamton Police Depart-
ment, Captain Minor began working on Monday, March 15, 2010, as Broome
County undersheriff, second in command to Broome County Sheriff David E.
Harder; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Detective Captain Alex J. Minor upon the occasion of his retire-
ment from the Binghamton Police Department; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Detective Captain Alex J. Minor.
