LEGISLATIVE RESOLUTION honoring Carol J. Saginaw upon the occasion of
her retirement from the Early Care & Learning Council

WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of esteemed resi-
dents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Carol J. Saginaw upon the occasion of her retirement from the Early Care
& Learning Council; and
WHEREAS, Carol Saginaw's retirement is effective in June of 2010; and
WHEREAS, Serving as Executive Director for the past nine years, Carol
Saginaw has rendered faithful, conscientious and valuable service to the
Early Care & Learning Council, earning the admiration, esteem and
affection of her colleagues; and
WHEREAS, In her capacity as Executive Director, Carol Saginaw served
with loyalty, honor and distinction, and was governed by a keen sense of
duty and always showed a unique grasp of human problems in her official
acts; and
WHEREAS, Since 2001, Carol Saginaw has been the Executive Director of
the Early Care & Learning Council (ECLC), formerly the New York State
Child Care Coordinating Council; and
WHEREAS, During Carol Saginaw's tenure, ECLC has expanded the scope of
its programs to include projects such as the Infant Toddler Regional
Resource Centers, a New Directors Institute, and a best practices
program for child care resource and referral agencies; she was a founder
and is a co-convener of Winning Beginning NY; and
WHEREAS, Prior to joining ECLC, Carol Saginaw was a consultant in
program development and government relations for Saginaw Consulting,
where she worked with numerous non-profit and business organizations;
she has also served as a full-time consultant to Value Behavioral Health
in Falls Church, Virginia, first Executive Director for the Alliance for
the Mentally III of New York State, and as Assistant Director in the
Bureau of Forensics Services, New York State Office of Mental Health;
and
WHEREAS, Carol Saginaw earned both her undergraduate degree in Poli-
tical Science and her Master's of Social Work from the University of
Michigan; she has served on numerous governmental task forces and advi-
sory groups and is currently a member of the Governor's Early Childhood
Advisory Council; and
WHEREAS, With her throughout has been her husband, who feels privi-
leged to be a part of her life and rejoices in her achievements; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Carol J. Saginaw upon the occasion of her retirement from the
Early Care & Learning Council, and to wish her continued success in all
of her future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Carol J. Saginaw.
