LEGISLATIVE RESOLUTION commending the Trustees of the Educational and
Cultural Trust Fund of the Electrical Industry upon the occasion of
hosting the 63rd Annual Scholarship Awards Breakfast

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, This Legislative Body is justly proud to commend the Trustees
of the Educational and Cultural Trust Fund of the Electrical Industry
upon the occasion of hosting the 63rd Annual Scholarship Awards Break-
fast on Saturday, April 16, 2011, in Flushing, New York; and
WHEREAS, For over 50 years Local Union No. 3 has recognized the impor-
tance of a high school education and a high school diploma has been a
prerequisite for admission to the Apprentice Training Program in the
Construction Division and for advancement to the "A" Division; to enable
Local Union No. 3 and their families to study for and take the G.E.D.
examination, the Educational and Cultural Trust Fund sponsors G.E.D.
Preparation classes at the Electric Industry Center; and
WHEREAS, The purpose of the Educational and Cultural Trust Fund is to
provide and grant scholarships to eligible children of the members of
Local Union No. 3; it is also to advance the continued formal education
of participating members and their spouses; and
WHEREAS, Local Union No. 3 has always recognized the need to place
heavy emphasis on education and training to benefit its membership; it
is a nationally recognized leader in the introduction and implementation
of unique and innovative programs which have helped contribute to a
stronger quality of life, beginning with the institution of educational
courses for members and representatives of Local Union No. 3, I.B.E.W.
in the late 1930s; and
WHEREAS, Recognizing a need to assure young men and women of ability
with the chance to gain an education that would provide the background
necessary to meet society's challenges, the Pension Committee of the
Electrical Industry created the Industry Scholarship Program in 1949;
the first two scholarships, which were named for A. Lincoln Bush, the
first Chairman of the Joint Industry Board, and William A. Hogan, who
was, for over fifty years, Financial Secretary of Local No. 3, Interna-
tional Brotherhood of Electrical Workers, provided members with funding
to lead to a degree in electrical engineering; and
WHEREAS, In 1964, the Pension Committee turned over to the newly
established Educational and Cultural Fund all resources and obligations;
the program has produced more than 1,600 degrees which include Phi Beta
Kappa honors, Guggenheim and National Science Fellowships; and
WHEREAS, It is the sense of this Legislative Body that when organiza-
tions of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend the Trustees of the Educational and Cultural Trust Fund of the
Electrical Industry upon the occasion of hosting the 63rd Annual Schol-
arship Awards Breakfast; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the Trustees of the Educational and Cultural Trust Fund of
the Electrical Industry.
