LEGISLATIVE RESOLUTION commending Bill Horeth upon the occasion of his
designation as the recipient of the 2011 Elmer Smith Award on April 29,
2011

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of organizations
and individuals who devote themselves to the welfare of the community
and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Bill Horeth upon the occasion of his designation as the recipient of the
prestigious Elmer Smith Award at the 2011 Crabapple Gala, to be held on
Friday, April 29, 2011; and
WHEREAS, Bill Horeth is being honored with this esteemed award in
recognition and appreciation of his many years of leadership and volun-
teer service and contributions to and on behalf of the Webster communi-
ty, and a multitude of its community organizations over the course of
many years, years during which he never sought awards or recognition;
and
WHEREAS, Bill Horeth was born and raised in Webster, New York; he grew
up in the house at the corner of North Avenue and Orchard Street; the
house is now part of the family business, Kittelberger Florist and
Gifts; and
WHEREAS, During high school, Bill Horeth worked part time at the fami-
ly's floral business that was started by his grandfather; Bill graduated
from Webster's R.L. Thomas High School in 1975 and after working for
three years as a tool and die apprentice, he returned to the family
business in 1978; and
WHEREAS, Since that time, the business has seen four expansions; most
noticeable was an overall rebuilding of the retail space in 2001; and
WHEREAS, Bill Horeth served as president of the Association of Flor-
ists of Greater Rochester in 1985 and 1992; he was instrumental in
establishing the Rochester Florist Delivery Pool, originally formed as a
cooperative effort to control the costs of deliveries in the Rochester
area, during the time of a fuel shortage; Bill Horeth served as presi-
dent of the Association from 1995-1997, 1999-2000, Vice President 1993-
1995 and received the Delivery Pool Award; and
WHEREAS, Bill Horeth's community involvement is far reaching; he is
active in the Kiwanis organization, chairs several committees and is
often found wearing the apron, as he cooks for many of the events; in
addition, he runs the annual Fishing Derby and is involved in the annual
Father-Daughter dinner; and
WHEREAS, Bill Horeth has worked cooperatively with the Village of
Webster's Business Improvement District and was a strong proponent of
its recent expansion; both he and his wife, Diane, have long been
involved in Webster's Women's Lacrosse Club and help to run the Seaway
Classic Tournament each year; and
WHEREAS, For many years, Kittelberger Florist has generously donated
floral arrangements to several not-for-profit organizations for their
particular galas; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Bill Horeth upon the occasion of his designation as the recipi-
ent of the Elmer Smith Award at the 2011 Crabapple Gala on April 29,
2011; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Bill Horeth.
