LEGISLATIVE RESOLUTION honoring Dr. John C. Herrman upon the occasion of
his designation as Lewis County Citizen of the Year

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Dr. John C. Herrman has given not only of his time and ener-
gies but also of his competence, intelligence and leadership and conse-
quently has been designated for special recognition; and
WHEREAS, This Legislative Body is justly proud to honor Dr. John C.
Herrman upon the occasion of his designation as Lewis County Citizen of
the Year; this auspicious occasion was celebrated on Tuesday, May 24,
2011, at the Lowville Veterans of Foreign Wars post in Lowville, New
York; and
WHEREAS, Dr. John C. Herrman was selected as Lewis County Citizen of
the Year in recognition of his more than 50 years of outstanding, gener-
ous community service in the medical and law enforcement fields, as well
as his genuine willingness to help others; and
WHEREAS, Dr. John C. Herrman attended Lafayette College, which was
interrupted by a period of time in the United States Military; once his
military duty was complete, he retuned to the pre-med program at Lafay-
ette College and applied to Jefferson Medical College; and
WHEREAS, Following medical school, Dr. John C. Herrman trained for
three years at the Mayo Clinic, Rochester, Minnesota, then went on to
Huron Hospital in Cleveland, Ohio as Chief of Surgery; in 1959, after
four more months of training at the Cleveland Clinic, he took the exams
to become certified as a General Surgeon; he practiced as a surgeon in
Ohio for three years before moving to Lowville, New York; and
WHEREAS, For his first 14 years at Lowville, Dr. John C. Herrman was
the sole surgeon at Lewis County General Hospital; and
WHEREAS, Later, Dr. John C. Herrman became Chief of Surgery and Presi-
dent of the Medical Staff; he remained at Lewis County General Hospital
for thirty years before retiring in the early 1990s; and
WHEREAS, Dr. John C. Herrman has been called upon to contribute his
time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; and
WHEREAS, Dr. John C. Herrman's outstanding community service began
long before he moved to Lowville; he was instrumental in the formation
of the North Country Regional Emergency Services Council in 1976, and
continues to be involved with the Air Medical Committee; and
WHEREAS, The first Chief Deputy Coroner for Lewis County, Dr. John C.
Herrman later became a Deputy in the Lewis County Sheriff's Department,
working his way to Undersheriff; he was instrumental during the imple-
mentation of an E- 911 Emergency phone system in Lewis County, and
became its first Director; and
WHEREAS, Dr. John C. Herrman has been a volunteer Medical Director at
the Watkins Glen Speedway, and is recognized, regionally and nationally,
as a founding member of DMORT (Disaster Mortuary Operational Response
Team) instituted in 1992, to improve the way our Nation handles response
to major disasters with mass fatalities; and
WHEREAS, Since 1998, Dr. John C. Herrman has served on the Hospital's
Board of Managers, and is currently Secretary and member of the Execu-
tive Committee; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Dr. John C. Herrman has stood
constant in dignity, good grace and humor; and

WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Dr. John C. Herrman has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. John C. Herrman upon the occasion of his designation as Lewis
County Citizen of the Year; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. John C. Herrman.
