LEGISLATIVE RESOLUTION honoring Hazel A. Foster upon the occasion of her
designation for special recognition by the BWICA Educational Fund, Inc.

WHEREAS, It is the custom of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those individ-
uals who would devote themselves to the welfare of the community and its
citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Hazel A. Foster upon the occasion of her designation for special recog-
nition by the BWICA Educational Fund, Inc. on Wednesday, June 22, 2011,
in Brooklyn, New York; and
WHEREAS, Hazel Foster was born on the Caribbean island of Jamaica to
Muriel Edie and Clinton Collman; the eldest of three siblings, she
migrated to the United States in 1966 and settled in Brooklyn; and
WHEREAS, Hazel Foster married the late Lloyd Foster; they have four
daughters, nine grandchildren, and four great-grandchildren; and
WHEREAS, Hazel Foster's career was in teaching and for many years, she
taught at the kindergarten level where her passion and love for young
children enabled her to reach into the minds of the youth and impart on
them values that would later build strong citizens; and
WHEREAS, Hazel Foster also pursued and excelled in the field of
accounting and bookkeeping and later went on to spend 15 years as a
bookkeeper with Harold Dessau Inc., along with six years at Saks Fifth
Avenue as a credit analyst; and
WHEREAS, Hazel Foster is a vibrant open-minded individual; upon retir-
ing, she continued to reach out and touch the hearts and lives of many;
a humanitarian at heart, she is one who motivates and continues to
inspire those around her; and
WHEREAS, Over the years, Hazel Foster has volunteered and served with
the following organizations, including: Neighborhood Housing Services of
East Flatbush; 300 East 25th Street Block Association; Community Board;
Catholic Charities; Brooklyn Botanic Gardens; Services for the Under-
served; CAMBA Anti Stigma HIV/AIDS; Bethel Holy Church Usher Board;
Board of Elections; and Tilden Hall Residence Advisory Board; and
WHEREAS, As she continues to give of herself, Hazel Foster's life
motto is "Trust in the Lord with all thine heart and lean not to thine
own understanding"; she is a true asset to society; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Hazel A. Foster upon the occasion of her designation for special
recognition by the BWICA Educational Fund, Inc.; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Hazel A. Foster.
