LEGISLATIVE RESOLUTION commemorating the 50th Anniversary of the Bernar-
do-Goldstein and Quinn Agency, Inc.

WHEREAS, Organizations which serve the economic well-being and interests
of the people of this great Empire State merit the commendation of this
Legislative Body; and
WHEREAS, It is the sense of this Legislative Body to recognize that
the quality and character of life in the communities across New York
State are enhanced by the concerned and dedicated efforts of business
organizations and individuals that generously contribute to the welfare
of the community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-
orate the 50th Anniversary of the Bernardo-Goldstein and Quinn Agency,
Inc.; this auspicious occasion will be celebrated on Wednesday, February
15, 2012, at the Italian American Community Center, 275 Washington
Avenue Extension, Albany, New York; and
WHEREAS, The Bernardo-Goldstein and Quinn Agency, Inc., of Albany, New
York, is a provider of bail bonds in the capital district region; its
mission is to provide bail for the accused and their families with
prompt, professional, courteous service during their time of crisis; and
WHEREAS, The Bernardo-Goldstein and Quinn Agency, Inc. has adopted the
Code of Ethics of the Professional Bail Agents of the United States
which guarantee high integrity and dignified professionalism; and
WHEREAS, Bail is the means by which the criminal justice system in the
United States permits the release of a defendant from custody while
ensuring his appearance at all required court proceedings; it is the
legacy of Anglo-Saxon jurisprudence wherein defendants were delivered to
their sureties, who gave security for their appearance; and
WHEREAS, The commercial bond approach is by far the most effective
form of bail, as demonstrated in the Bureau of Statistics study that
compared commercial bonding with all other pre-trial release methods in
getting defendants to court; and
WHEREAS, Bail agents perform an extraordinarily valuable public
service to law enforcement and accused people alike; it is a private
system, free of taxpayer support, and is the most effective bail system;
and
WHEREAS, This auspicious occasion of the 50th Anniversary of the
Bernardo-Goldstein and Quinn Agency, Inc. presents a unique opportunity
for this Legislative Body to recognize and pay tribute to the Bernardo-
Goldstein and Quinn Agency, Inc.; and
WHEREAS, It is the sense of this Legislative Body that when business
organizations of such noble aims and accomplishments are brought to our
attention, they should be recognized by all the citizens of this great
Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 50th Anniversary of the Bernardo-Goldstein and Quinn
Agency, Inc.; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the Bernardo-Goldstein and Quinn Agency, Inc.
