LEGISLATIVE RESOLUTION honoring Daniel Blum upon the occasion of his
designation as the recipient of the New Castle Community Service Award
by the Rotary Club of Chappaqua

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, This Legislative Body is justly proud to honor Daniel Blum
upon the occasion of his designation as the recipient of the New Castle
Community Service Award by the Rotary Club of Chappaqua, to be cele-
brated on January 29, 2011; and
WHEREAS, Daniel Blum holds a Bachelor's degree in Philosophy and a
Master's degree in Healthcare Administration, both from New York Univer-
sity; he is a member of the American College of Healthcare Executives, a
participant on the New York State Department of Health Emergency Medical
Council, and is chairman of Westchester Regional EMS Council; and
WHEREAS, A resident of Chappaqua, Daniel Blum is senior vice president
at Phelps Memorial Hospital Center; he is responsible for physician
practices, strategic planning and ancillary services; prior to joining
Phelps, he served for five years as a senior vice president at White
Plains Hospital Center, where he was responsible for business and
programmatic development; and
WHEREAS, Daniel Blum has been involved in the healthcare field since
1986, when he started out as a paramedic, educator and EMS supervisor at
several Manhattan hospitals; he then moved up into management positions,
serving as associate director of emergency services at New York Downtown
Hospital, evening administrator at Saint Vincent's Hospital, and emer-
gency manager at Phelps Hospital from 1998-2000; and
WHEREAS, From 2000-2004, Daniel Blum was vice president of operations
for Stellaris Health Network, the not-for-profit parent corporation for
four Westchester community hospitals, including Lawrence Hospital
Center, Northern Westchester Hospital, Phelps Memorial Hospital, and
White Plains Hospital Center along with several other subsidiaries; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Daniel Blum upon the occasion of his designation as the recipient
of the New Castle Community Service Award by the Rotary Club of Chappa-
qua; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Daniel Blum.
