LEGISLATIVE RESOLUTION honoring Lieutenant Colonel Glendon A. Fraser
upon the occasion of his designation by the Orange County United Way as
a recipient of a Marion S. Murphy Neighbors Helping Neighbors Award on
March 17, 2011

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of organizations
and individuals who devote themselves to the welfare of the community
and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Lieutenant Colonel Glendon A. Fraser upon the occasion of his desig-
nation by the Orange County United Way as a recipient of a Marion S.
Murphy Neighbors Helping Neighbors Award on March 17, 2011, at Anthony's
Pier 9 in New Windsor, New York; and
WHEREAS, The Neighbors Helping Neighbors Award is named in memory of
Marion S. Murphy, former Orange County Clerk and longtime Orange County
United Way Board member; and
WHEREAS, Each year this most prestigious award is bestowed upon an
individual or individuals whose value and concern for mankind is demon-
strated through his or her vision, leadership, services, and commitment
to the people of Orange County; and
WHEREAS, Glendon Fraser was born in Jamaica West Indies on December
18, 1961, to parents Sydney and Clara Fraser; the youngest of seven
children, he, his parents and his siblings immigrated to the United
States in 1970; his formative and school years were spent in New
Rochelle, New York, and it was his first plane ride to New York that
sparked his interest in aviation, a dream that he has held since he was
eight years old; and
WHEREAS, Glendon Fraser is a graduate of Embry Riddle Aeronautical
University in Daytona Beach, Florida; he received his Bachelor of
Science degree in aeronautical science in 1984; he also holds aeronau-
tical licenses as a commercial pilot, flight engineer (turbojet
powered), certified flight instructor, instrument ground instructor and
airline transport pilot; and
WHEREAS, Glendon Fraser is type rated on the Boeing 737, Boeing 757
and the Boeing 767; he has also flown the Boeing 727 commercially, and
his military aircraft experience includes the Lockheed C-5A Galaxy, the
Cessna T-37 and the Northrop T-38; and
WHEREAS, Glendon Fraser is currently a line check Captain for Conti-
nental Airlines Inc. on the Boeing 737 aircraft; he has been employed
with Continental Airlines for 25 years; he is also an officer for New
York Air National Guard and holds the rank of Lieutenant Colonel; and
WHEREAS, Lieutenant Colonel Glendon Fraser is a pilot for the 105th
Airlift Wing located in Newburgh, New York, and has been employed by the
New York Air Guard for 23 years; he is currently a command pilot on the
C-5A aircraft; and
WHEREAS, While serving for the New York Air National Guard, Lieutenant
Colonel Fraser has received many medals and awards, one of which is the
Air Medal, for his participation during Operation Desert Storm; while he
was a crewmember, he made more than 30 missions into the combat area;
and
WHEREAS, Lieutenant Colonel Glendon Fraser received the Meritorious
Service Medal, and the Aerial Achievement Medal for his sustained aerial
support into Saudi Arabia in direct support of a combat operation during
Operation Desert Storm; he has also received the Kuwait Liberation medal

(Saudi Arabian Government), and numerous other awards and decorations;
and
WHEREAS, Possessing a special interest for baseball and a former minor
league player for the Houston Astros, Lieutenant Colonel Glendon Fraser
is the President of the Major General Irene Trowell-Harris chapter of
Tuskegee Airmen, Inc., located at Stewart Air National Guard Base; as
chapter president, he has overseen the distribution of a significant
amount in tuition grants to 115 recipients; and
WHEREAS, In addition, Lieutenant Colonel Glendon Fraser has forged
many community partnerships and helped to enhance the quality of
aviation mentors in the Hudson Valley; he is also an active member in
the Organization of Black Aerospace Personnel (OBAP), an organization
whose primary goal is to help support the growth of minorities in the
field of aerospace; and
WHEREAS, An advocate for youth in aviation, Lieutenant Colonel Glendon
Fraser has overseen the development, implementation and continuation of
the Lee A. Archer, Jr. Red Tail Youth Flying Program, currently in its
ninth year; the program is designed to enhance and promote youth in
aviation within the context of mentoring and sharing life skills; and
WHEREAS, The program includes classroom activity, field trips, guest
lectures and hands on flying for participating students; Lieutenant
Colonel Glendon Fraser has received the Glenn E. Hines Memorial Boys and
Girls Club Community Service Award and the Big Brothers Big Sisters
Bountiful Harvest Award for community service and initiatives; he is
also a 2005 recipient of the Orange County Human Rights Commission Huma-
nitarian Award, and was awarded the Tuskegee Airmen East Coast Region
Leadership Award for his outstanding leadership as chapter president in
2008; and
WHEREAS, With him throughout have been his wife, Violet and their
daughter, Olivia, both of whom feel privileged to be a part of his life
and rejoice in his achievements; and
WHEREAS, A true asset to society, Lieutenant Colonel Glendon A.
Fraser's distinguished record merits the recognition and respectful
tribute of this Legislative Body; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Lieutenant Colonel Glendon A. Fraser upon the occasion of his
designation by the Orange County United Way as a recipient of a Marion
S. Murphy Neighbors Helping Neighbors Award; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Lieutenant Colonel Glendon A. Fraser.
