LEGISLATIVE RESOLUTION honoring Dr. Michel-Jose Charles upon the occa-
sion of his designation as the recipient of the Outstanding Health
Service Leadership Award

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge those exemplary individuals whose purposeful lives
and distinguished careers have been committed to bettering the quality
of life in this great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Dr.
Michel-Jose Charles upon the occasion of his designation as the recipi-
ent of the Outstanding Health Service Leadership Award, to be celebrated
on Thursday, March 17, 2011; and
WHEREAS, Michel-Jose Charles was born in Port-au-Prince, Haiti where
he attended Father Andre's college Canado-Haitian and College Classiques
D'Haiti; following an excellent high school career, his outstanding
scholastic achievements earned him entry into the School of Medicine at
North East University Tampico, Tamps., Mexico, where he graduated at the
top of his class; and
WHEREAS, Dr. Charles interned at the Institution of Social Security of
Mexico (ISSM) and, the Social Services Department of Health, City of
Madero, Tamps., Mexico; he was recognized by the Department of Public
Health, Tampico-Tamps, Mexico as the best Medical Doctor of Community
Medicine; while in Mexico, he served as General Practitioner, Counselor
and Advisor, while performing various preventative medicine functions as
a Public Health Agent at the General Hospital at Tampico; and
WHEREAS, In 1986, Dr. Charles migrated to New York and completed his
Postgraduate studies at Columbia University; he also completed a resi-
dency program in internal Medicine and a fellowship in Gastroenterology
at the SUNY Downstate Medical Center in Brooklyn; he is also Board
Certified as an Internist and Gastroenterologist; and
WHEREAS, Dr. Charles' professional accomplishments are notable, many
of which include: serving as an attending physician in the Department of
Health and Emergency Medical at Ryker's Island, Kings County Hospital,
VA Brooklyn, SUNY Downstate, Brookdale Hospital and Paul Cooper Drug
Rehabilitation Program; currently, he serves as attending physician and
program director at Brookdale Hospital while maintaining a thriving
private practice; he also volunteers on several medical missions ventur-
ing to Haiti, Guyana and the Dominican Republic, and
WHEREAS, In addition to his professional commitments, Dr. Charles is
the treasurer of the Association of Haitian Physicians Abroad (AMHE),
DOC's Tee Time, and Vice President of the Asclepius Medical Society; and
WHEREAS, Dr. Charles has received several awards from organizations,
including the Association of Haitian Physicians Abroad (AMHE), Asclepius
Medical Society, Doc Tee Time, and Correct Healthcare 41 District; and
WHEREAS, Visiting Jamaica and Grenada in medical missions and relief,
Dr. Charles notes that injustice in healthcare is the most shocking and
inhumane form of discrimination; as a person, he recognizes that ethnic-
ity and social class often determine these disparities; with this know-
ledge in mind, he goes out of his way to show compassion and concern for
humanity, especially to the underprivileged, and he has dedicated his
life to provide service to these needy people; and
WHEREAS, Rare indeed is the occurrence of such a compassionate blend-
ing of strength, intellect, and commitment as that demonstrated by Dr.
Charles over a lifetime of sacrifice and dedication to others; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-

tion, it is appropriate to publicly proclaim and commend those individ-
uals for the edification and emulation of others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Michel-Jose Charles upon the occasion of his designation as
the recipient of the Outstanding Health Service Leadership Award; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Michel-Jose Charles.
