LEGISLATIVE RESOLUTION honoring Thomas C. Emerson upon the occasion of
his designation as the 2012 Distinguished Citizen of the Year by the
Chenango District, Baden-Powell Council Boy Scouts of America

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Thomas C. Emerson has given not only of his time and energies
but also of his competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Thomas C.
Emerson upon the occasion of his designation as the 2012 Distinguished
Citizen of the Year by the Chenango District, Baden-Powell Council Boy
Scouts of America, to be celebrated at its 27th Annual Distinguished
Citizen Award Banquet on Thursday, May 10, 2012, at the Canasawacta
Country Club in Norwich, New York; and
WHEREAS, A 1966 graduate of Oxford Academy, Thomas C. Emerson's first
job after law school was with the Edward J. Lee firm in Norwich, New
York; and
WHEREAS, Thomas C. Emerson has been called upon to contribute his time
and talents to countless civic and charitable endeavors and has always
given of himself unstintingly; and
WHEREAS, Thomas C. Emerson has served as a delegate to the New York
State Bar Association, Secretary of the Federation of the Bar of the
Sixth Judicial District, and is a former President of the Chenango Coun-
ty Bar Association; and
WHEREAS, Currently, Thomas C. Emerson is a member of the Chenango
County, Broome County and New York State Bar Associations; and
WHEREAS, Thomas C. Emerson served on the Committee on Professional
Standards covering the 28 Counties of the Appellate Division, Third
Department from 2003-2009, and was its Chairman from 2008-2009; and
WHEREAS, A valued and involved member of his community, Thomas C.
Emerson has served on numerous boards and organizations including: UHS,
Inc. Board; NBT Bank Advisory Board; Vestry Member, Prayer Leader and
Lay Reader for St. Paul's Episcopal Church of Oxford; Oxford Village
Zoning Board; Oxford Lions Club; and member of Hospice Endowment Advi-
sory Board, to name a few; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Thomas C. Emerson has stood constant
in dignity, good grace and humor; and
WHEREAS, With him throughout have been his wife, Bonnie, their chil-
dren, Nathaniel (Courtney) Emerson, Katharine (Garry) Root, Mary (Greg)
LaMonica, and Jennifer (Sten) Anderson, as well as their grandchildren,
Samantha, Sylas, Delaney, Sophia, Spencer, Layla, Quinnlin, Emerson and
Paxton, all of whom feel privileged to be a part of his life and rejoice
in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Thomas C. Emerson has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Thomas C. Emerson upon the occasion of his designation as the 2012
Distinguished Citizen of the Year by the Chenango District, Baden-Powell
Council Boy Scouts of America; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Thomas C. Emerson.
