LEGISLATIVE RESOLUTION honoring Justice James Dwyer upon the occasion of
his retirement after 27 years of distinguished service to the Town of
Marcellus

WHEREAS, It is the sense of this Legislative Body to recognize and
commend those illustrious individuals of distinguished purpose whose
lives have been committed to the pursuit of excellence in their service
to the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, it is the intent of this Legislative Body to honor
Justice James Dwyer upon the occasion of his retirement after 27 years
of distinguished service to the Town of Marcellus; and
WHEREAS, Justice James Dwyer graduated from Onondaga Valley Academy in
1948, St. Bonaventure University in 1953, U.S. Naval Officer Candidate
School in 1954, and Syracuse University College of Law in 1960; and
WHEREAS, Justice James Dwyer served three years of active duty
followed by 19 years reserve duty as a Navy Officer; and
WHEREAS, Justice James Dwyer practiced law with the late John P.
Kinney and Anthony J. Langan, and later with Richard D. Grossman, which
continued until 2004, when he became counsel to Green and Seifter until
his retirement in 2008; and
WHEREAS, Justice James Dwyer is married to the former Ellen O'Shea,
and together they have two sons and a daughter, who is following in her
father's footsteps as a member of the U.S. Navy Reserve; and
WHEREAS, Justice James Dwyer participated in the establishment of the
Onondaga County Resource Recovery system and the successful waste-to-en-
ergy plant on Rock Cut Road; and
WHEREAS, Justice James Dwyer is a former member of the Board of Direc-
tors of the Onondaga County Bar Association; and
WHEREAS, Justice James Dwyer held the position of president and was
selected as Most Distinguished Lawyer by the Onondaga Bar Association;
and
WHEREAS, Justice James Dwyer has been very active in the New York
State Bar Association, serving as a member of the New York Bar Associ-
ation House of Delegates for many years, as well as a member of its
Executive Committee, preceding his elected position as Vice President of
the Fifth Judicial District; and
WHEREAS, In 1983, Justice James Dwyer was elected as Town of Marcellus
Justice; he was also elected as president of the Onondaga County Magis-
trates Association; and
WHEREAS, A resident of the Village of Marcellus for 48 years, Justice
James Dwyer has been an attorney in the Village for 43 consecutive
years, specializing in legislative and administrative law, as well as
zoning and planning issues; and
WHEREAS, It is the practice of this Legislative Body that when indi-
viduals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Justice James Dwyer upon the occasion of his retirement after 27
years of distinguished service to the Town of Marcellus; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
delivered to Justice James Dwyer.
