LEGISLATIVE RESOLUTION urging the New York State Congressional deleg-
ation to commit and support a clean transportation future based on the
commercialization of advanced vehicle technologies fueled by hydrogen

WHEREAS, It is essential federal energy policies reduce dependence on
foreign sources of oil, lower air pollution, and foster economic growth;
and
WHEREAS, Volatile oil prices continue to pose severe economic hard-
ships for U.S. households and industry; and
WHEREAS, Gasoline-fueled vehicles consume nearly three-quarters of the
petroleum used in the U.S. and account for one-third of the country's
greenhouse-gas emissions; and
WHEREAS, Research indicates that transitioning the majority of the
U.S. light-duty vehicle fleet to alternative technology vehicles could
lead to hundreds of thousands of new jobs; and
WHEREAS, Vehicles fueled by alternative fuels such as hydrogen have
substantially smaller carbon footprints than vehicles powered by gaso-
line; and
WHEREAS, Hydrogen is the most abundant element on earth and can offer
an unlimited supply of fuel, once released from substances that bind it,
such as water or biomass; and
WHEREAS, Fuel cell and hydrogen technologies are on the cusp of
revolutionizing the way we use energy in the United States and federal
policy must continue to play an important role in ensuring our Nation's
energy diversification by increasing support for such technologies; and
WHEREAS, New York's economy and citizens would benefit significantly
from realizing the state's potential for producing hydrogen as it also
promotes the further development of renewable energy; and
WHEREAS, Hydrogen fuel cell development and commercialization is
important to New York and to the Nation as it will promote energy inde-
pendence, promote environmental benefits such as reducing greenhouse gas
emissions, enhance security, promote economic development and expansion;
and
WHEREAS, Businesses, states, and nations around the world are aggres-
sively pursuing a hydrogen powered economy; and
WHEREAS, Automobile manufacturers have publicly announced their inten-
tion to commercially market new product lines that are fueled by hydro-
gen by 2015; and
WHEREAS, Many alternative technology vehicle stakeholders concur that
a sustained public policy and adequate public/ private funding partner-
ship are necessary to ensure that appropriate, easily accessible fueling
infrastructure is built and readily accessible to the public to facili-
tate a broad market penetration of alternative technology vehicles such
as those powered by hydrogen; now, therefore, be it
RESOLVED, That the New York State Congressional delegation be and
hereby is respectfully memorialized by this Legislative Body to commit
to achieving a clean transportation future based on the rapid commer-
cialization of hydrogen and fuel cell technologies by restoring appro-
priate federal funds in the form of tax incentives, tax credits and
grants for fuel cell vehicles, hydrogen fuels and infrastructure devel-
opment and deployment to accelerate the commercialization of hydrogen
and fuel cell vehicles, and ensure that appropriate federal funding be
provided to support those activities in New York; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to each member of the Congressional delegation from the State of
New York, the United States Secretary of Energy, the United States

Secretary of Transportation, and the Administrator of the United States
Environmental Protection Agency.
