LEGISLATIVE RESOLUTION honoring David Scoons and Steve Kroll upon the
occasion of their designation as recipients of the 2013 Albany County
Executive's Volunteer Award, on April 23, 2013

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, David Scoons and Steve Kroll have given not only of their
time and energies but also of their competence, intelligence and leader-
ship and consequently have been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor David Scoons
and Steve Kroll upon the occasion of their designation as recipients of
the 2013 Albany County Executive's Volunteer Award; this esteemed honor
was presented at a special ceremony by Albany County Executive Daniel P.
McCoy on Tuesday, April 23, 2013, at the Albany County Office Building;
and
WHEREAS, David Scoons and Steve Kroll have been called upon to
contribute their time and talents to countless civic and charitable
endeavors and have always given of themselves unstintingly; and
WHEREAS, Both of these selfless individuals are leaders in the
Delmar-Bethlehem EMS; David Scoons is the President of the Board of
Directors and Steve Kroll is the Chief of Operations; and
WHEREAS, The Delmar-Bethlehem EMS is an all-volunteer emergency
medical services organization that answers more than 3,500 emergency
calls annually; and
WHEREAS, After decades of serving their communities as separate enti-
ties, on January 1, 2013, the Delmar and Bethlehem EMS organizations
completed a merger in order to share resources and provide more effi-
cient services; David Scoons and Steve Kroll were instrumental in making
this important transition a smooth one; and
WHEREAS, Throughout the entire period of their community service, a
period of constructive involvement, David Scoons and Steve Kroll have
stood constant in dignity, good grace and humor; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor David Scoons and Steve Kroll upon the occasion of their desig-
nation as recipients of the 2013 Albany County Executive's Volunteer
Award; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to David Scoons and Steve Kroll.
