LEGISLATIVE RESOLUTION honoring Bishop Howard J. Hubbard upon the occa-
sion of his designation as recipient of the Humanitarian Award by
Catholic Charities

WHEREAS, The character and richness of religious and community life in
this noble Empire State is nourished and fulfilled through the faithful
concern and selfless devotion of those who would commit their energies
and purpose to the ministry of others; and
WHEREAS, It is the sense of this Legislative Body to bring full recog-
nition and just tribute to those individuals who distinguish themselves
and the ministry through their unremitting commitment and preeminence of
service; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Bishop Howard J. Hubbard upon the occasion of his designation as recipi-
ent of the Humanitarian Award by Catholic Charities; this auspicious
occasion will be celebrated at Catholic Charities Night, to be held on
Thursday, June 20, 2013, at the New York State Museum in Albany, New
York; and
WHEREAS, A native of Troy, New York, Howard J. Hubbard was ordained a
Roman Catholic priest in 1963, and was consecrated Bishop of the Roman
Catholic Diocese of Albany in 1977; and
WHEREAS, Among his many and varied assignments prior to being consec-
rated as Bishop of the Roman Catholic Diocese of Albany, Howard J.
Hubbard served at St. Joseph's Parish in Schenectady, New York; the
Cathedral Parish in Albany, New York; Convent of the Sacred Heart,
Kenwood; Assistant Director, Catholic Charities, Schenectady; Director,
Providence House, Albany; Coordinator of Urban Apostolate, Albany;
Chairman, Diocesan Commission for Ecumenical and Interreligious Affairs;
Chairman, Priests' Personnel Board; Director, Office of Pastoral Plan-
ning; Diocesan Consultor; Vicar General, Diocese of Albany; and Adminis-
trator of the Diocese (Vicar Capitular), Albany; and
WHEREAS, Active in many Capital District civic organizations, Howard
J. Hubbard was the Co-Founder of the Hope House Drug Rehabilitation
Facility; President of the Urban League of Albany; Episcopal Liaison,
National Catholic AIDS Network; Co-Chair of the New York State
Labor/Religion Coalition; and President of New Yorkers for Alternatives
to the Death Penalty; and
WHEREAS, In 1980, Bishop Howard J. Hubbard was a delegate to the White
House Conference on the Family; he was also appointed by Pope John Paul
II as a member of the Secretariat for Non-Believers (1983-87); and
WHEREAS, Bishop Howard J. Hubbard holds honorary degrees from Siena
College, The College of Saint Rose, Niagara University, St. Bernard's
Institute and St. John's University; and
WHEREAS, Among the many awards and honors bestowed upon Bishop Howard
J. Hubbard are the: Citizens Laureate Award by the University Founda-
tion at Albany; Golden Heart Award by Temple Beth El, Troy, New York;
B'nai B'rith Youth Services Award by Gideon Lodge, B'nai B'rith; Four
Chaplains Brotherhood Award by Jewish War Veterans Albany Post 105;
Americanism Award by the Anti-Defamation League of B'nai B'rith; Edward
H. Pattison Citizenship Award (The Ebbie Award) by the Rensselaer County
Regional Chamber of Commerce; Circle of Humanity Award by Temple Israel;
Fear to Friendship Award by Temple Beth Emeth; Robert Lamar Humanitarian
Award by the Interfaith Alliance; Lifetime Achievement Award by St.
Mary's Hospital Foundation; Community of Excellence Award by the College
of St. Rose; and Yves Conger Award by the Conference for Pastoral Plan-
ning and Council Development; and

WHEREAS, Bishop Howard J. Hubbard is the author of: ALWAYS GOD'S
PEOPLE; WE ARE GOD'S PRIESTLY PEOPLE, A VISION FOR THE CHURCH OF ALBANY
FOR THE 1990'S; and I AM BREAD BROKEN, A SPIRITUALITY FOR THE CATECHIST;
and
WHEREAS, Throughout the entire period of his professional and communi-
ty service, a period of constructive involvement, Bishop Howard J.
Hubbard has stood constant in dignity, good grace and humor, and has
earned the respect and admiration of his colleagues, family and friends;
and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Bishop Howard J. Hubbard has
displayed throughout his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Bishop Howard J. Hubbard upon the occasion of his designation as
recipient of the Humanitarian Award by Catholic Charities; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Bishop Howard J. Hubbard.
