LEGISLATIVE RESOLUTION honoring Bishop Howard J. Hubbard upon the occa-
sion of his designation for special recognition by the United Tenants of
Albany
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, It is the sense of this Legislative Body to acknowledge
outstanding individuals whose professional lives, personal endeavors and
community service are an example and inspiration to their colleagues,
friends, and family; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Bishop Howard J. Hubbard upon the occasion of his designation for
special recognition by the United Tenants of Albany; this auspicious
occasion will be celebrated at the organization's 40th Annual Meeting;
and
WHEREAS, A native of Troy, New York, Howard J. Hubbard was ordained a
Roman Catholic priest in 1963, and was consecrated Bishop of the Roman
Catholic Diocese of Albany in 1977; and
WHEREAS, Throughout his service as a bishop and a priest, Howard J.
Hubbard has been a leader in promoting interfaith relationships, respect
for human rights, and services for the poor and marginalized throughout
the 14 counties in the Diocese of Albany; and
WHEREAS, Bishop Howard J. Hubbard has participated on a variety of
boards and committees dedicated to improving human services and has
received a number of awards and recognitions for this work; and
WHEREAS, As a young priest in the 1960s and 1970s, Howard J. Hubbard
directed a small storefront crisis center, Providence House, in Albany,
New York's, South End where he established the first drug treatment
center in the region that later became Hope House; and
WHEREAS, Under the leadership of Bishop Howard J. Hubbard at Provi-
dence House, the United Tenants of Albany was also able to organize and
grow; his ongoing support for over 40 years has enabled United Tenants
to expand its community organization activities while maintaining the
same basic crisis-intervention approach in a small storefront office on
Clinton Avenue in Albany, New York; and
WHEREAS, Throughout the entire period of his professional and communi-
ty service, a period of constructive involvement, Bishop Howard J.
Hubbard has stood constant in dignity, good grace and humor, and has
earned the respect and admiration of his colleagues, family and friends;
and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Bishop Howard J. Hubbard has
displayed throughout his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Bishop Howard J. Hubbard upon the occasion of his designation for
special recognition by the United Tenants of Albany; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Bishop Howard J. Hubbard.
