LEGISLATIVE RESOLUTION commending President Vivian McMillian for many
years of distinguished service to the 113th Precinct Community Council
WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of esteemed resi-
dents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
President Vivian McMillian for many years of distinguished service to
the 113th Precinct Community Council; and
WHEREAS, For the past 20 years, Vivian McMillian rendered faithful,
conscientious and valuable service as President of the 113th Precinct
Community Council, earning the admiration, esteem and affection of her
colleagues; and
WHEREAS, Vivian McMillian was born February 24, 1948, and was raised
in the small town of Parkesburg, Pennsylvania; led by the example of her
mother, she learned to cherish her community and care about everyone;
and
WHEREAS, As a young adult, Vivian McMillian attended Lincoln Universi-
ty, and in 1970, she moved to her current place of residence, Queens,
New York, where she raised her two beautiful children, Donald Jr. and
Donnesa; and
WHEREAS, Vivian McMillian has always been drawn to the legacy of her
mother in creating communities that support, encourage and motivate
youth; subsequently, in the 1980s, she began to get involved in her
children's PTA's, as well as in her block association where she later
became president; and
WHEREAS, Furthermore, in the 1990s, Vivian McMillian extended her
involvement to the St. Albans Chamber of Commerce, the Commission on
Social Action (COSA) of the Greater Allen Cathedral of New York, and
the St. Albans Economic Development Corporation; and
WHEREAS, Today, Vivian McMillian is President of the 113th Precinct
Community Council, an organization which addresses the concerns of the
community, and is instrumental in police-community communications; and
WHEREAS, Vivian McMillian has served the 113th Precinct for 23 years;
the first year as a board member, two years as Vice President, and 20
years in her current position as President; and
WHEREAS, Vivian McMillian's passion, commitment, and dedication have
resulted in her position of leadership in a number of community organ-
izations including Chairperson of COSA, a ministry which provides
college and career fairs, college tours, voter registration, and venues
of community awareness; and
WHEREAS, In addition, she served as Executive Director of Operation
Summer Fun, working in collaboration with the police and volunteers to
provide fun, cultural and educational outings for local youth; and
WHEREAS, With continuous endeavors to improve the community, Vivian
McMillian has been acknowledged by a host of organizations, some of
which include the 100 Blacks in Law Enforcement Who Care, and Renais-
sance Middle School 192; and
WHEREAS, Vivian McMillian continuously devotes herself to the communi-
ty she loves with true compassion and devotion; she strives to incorpo-
rate the solidarity of her hometown into urban communities, and dili-
gently fights to provide an environment conducive to her strong belief
that children should be loved, appreciated, supported, and guided; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend President Vivian McMillian for many years of distinguished
service to the 113th Precinct Community Council; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to President Vivian McMillian.
