LEGISLATIVE RESOLUTION saluting Commander Matthew Doran upon the occa-
sion of being promoted to Captain in the United States Navy

WHEREAS, It is the sense of this Legislative Body to recognize and honor
the significant milestones in the distinguished careers of esteemed
individuals whose lives have been committed to the pursuit of excellence
and who bring great pride to the citizens of our great State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to salute
Commander Matthew Doran upon the occasion of being promoted to Captain
in the United States Navy; and
WHEREAS, Commander Doran, a 1986 graduate of Westhill High School in
Syracuse, New York, a 1990 graduate of Saint Lawrence University in
Canton, New York, and a 1993 graduate of Albany Law School in Albany,
New York, reported to the United States Navy for active military duty in
August of 1992; and
WHEREAS, After successfully passing the New York State Bar Exam and
being admitted to practice law in New York State, Commander Doran served
on active duty in the Navy Judge Advocate General's Corps at Naval Legal
Service Office Southwest in San Diego, California, from 1994 to 1996,
and at the Navy-Marine Corps Court of Criminal Appeals in Washington, DC
from 1996 to 1998; and
WHEREAS, Commander Doran left active duty in 1998, and joined the Navy
Reserve, where he has continuously served in various positions; and
WHEREAS, In 1998, Commander Doran joined the Onondaga County District
Attorney's Office, where he currently serves as the Chief of the Homi-
cide Bureau; and
WHEREAS, In this capacity, Commander Doran has played a major role in
the development of District Attorney Fitzpatrick's Veteran's Diversion
Program, which provides meaningful assistance to local veterans;
furthermore, he continues, on a regular basis, to assist veterans in the
Diversion Program as well as through legal assistance services; and
WHEREAS, In 2003, Commander Doran was mobilized to active duty in
support of operations Iraqi Freedom, Noble Eagle and Enduring Freedom,
where he served at the Navy Mobilization Processing Site, Naval Subma-
rine Base Groton and oversaw the mobilization and demobilization of
thousands of Navy Reservists; and
WHEREAS, Commander Doran also served as the director of the mobiliza-
tion station, providing legal assistance to thousands of Navy personnel;
and
WHEREAS, In 2013, Commander Doran was selected to serve as a Court-
Martial Judge in the Navy-Marine Corps Trial Judiciary, where he
presides over active duty courts-martial worldwide; and
WHEREAS, Throughout his distinguished military career, Commander Doran
has received several promotions and has been granted numerous military
awards, including: Navy and Marine Corps Commendation Medal, Navy and
Marine Corps Achievement Medal, National Defense Service Medal, Global
War on Terrorism Medal, and Expert Pistol Medal; and
WHEREAS, Commander Doran has had the continued support of his family,
which includes his wife, Benedicte, and their three wonderful children,
Jack, William, and Harrison, all of whom feel privileged to be a part of
his life and rejoice in his achievements; and
WHEREAS, In all his official acts, Commander Doran has been governed
by a sense of loyalty, duty and honor, allowing him to be a natural
leader within our country and community at-large; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
salute Commander Matthew Doran upon the occasion of being promoted to
Captain in the United States Navy; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Commander Matthew Doran.
