LEGISLATIVE RESOLUTION commending Dr. Maneck J. Kotwal upon the occasion
of her designation as recipient of the Community Service Award by the
North Utica Senior Citizens Community Center

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Dr. Maneck J. Kotwal has given not only of her time and ener-
gies but also of her competence, intelligence and leadership and conse-
quently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to commend Dr. Maneck
J. Kotwal upon the occasion of her designation as recipient of the
Community Service Award by the North Utica Senior Citizens Community
Center, to be presented at its 6th Annual Community Service Award Dinner
on Saturday, October 26, 2013, at Hart's Hill Inn in Whitesboro, New
York; and
WHEREAS, The North Utica Senior Citizens Community Center's Community
Service Award annually honors a person who has dedicated their life to
helping others; and
WHEREAS, Over the course of her lengthy and meritorious medical
career, as well as through her considerable volunteer efforts, Dr.
Maneck J. Kotwal has positively impacted the lives of countless individ-
uals and families; and
WHEREAS, Born in Mumbai, India, Dr. Maneck J. Kotwal graduated from
Bombay University, and moved to England for post graduate work and resi-
dencies; she was a fellow of the Royal College of Surgeons with a
specialty in Ob/Gyn, and worked in London for eight years as a senior
resident before returning to India, and working for eight years in
mission hospitals; and
WHEREAS, Dr. Maneck J. Kotwal eventually settled in the United States,
and has been a resident of New Hartford, New York, for forty-three
years; she was on the staff of the Marcy Psychiatric Center, the Utica
Psychiatric Center, and then at the merged Mohawk Valley Psychiatric
Center where, as Chief of Medicine/Surgical Services she was responsible
for establishing a new system; she retired from this post after twenty-
four illustrious years of service; and
WHEREAS, Dr. Maneck J. Kotwal has been called upon to contribute her
time and talents to many civic and charitable endeavors and has always
given of herself unstintingly; and
WHEREAS, After her retirement, Dr. Maneck J. Kotwal continued to draw
on her prodigious skills as a medical professional and administrator;
she established the Barbara Ginter Medical Clinic to serve poor and
uninsured patients; staffed by volunteer doctors and nurses, the clinic
remained open for six years, helping many adults and children in the
City of Utica; and
WHEREAS, In addition, Dr. Maneck J. Kotwal was a founding member of
the Mohawk Valley Institute for Learning in Retirement (MVILR) on the
SUNY IT campus, and was active on its board for fifteen years; she was
also deeply involved with the Mohawk Valley Resource Center for Refugees
for more than twelve years; and
WHEREAS, Dr. Maneck J. Kotwal's substantial contributions to society
have earned her numerous accolades and awards, including: the Central
New York Academy of Medicine Scroll Award; the YWCA Outstanding Woman
Award; New York State Senior Citizens Award; and the American Institute
for Public Service Jefferson Award; and

WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Dr. Maneck J. Kotwal has stood
constant in dignity, good grace and humor; and
WHEREAS, With her throughout has been her husband, Dr. Jehengir
Kotwal, who feels privileged to be a part of her life, and rejoices in
her achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Dr. Maneck J. Kotwal has displayed
throughout her life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Dr. Maneck J. Kotwal upon the occasion of her designation as
recipient of the Community Service Award by the North Utica Senior Citi-
zens Community Center; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Maneck J. Kotwal.
