LEGISLATIVE RESOLUTION honoring Raymond Schimmer upon the occasion of
his designation as recipient of the Arthur R. Kapner Spirit of the Cham-
ber Award by the Albany-Colonie Regional Chamber of Commerce
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Raymond Schimmer has given not only of his time and energies
but also of his competence, intelligence and leadership and consequently
has been designated for special recognition; and
WHEREAS, This Legislative Body is justly proud to honor Raymond Schim-
mer upon the occasion of his designation as recipient of the Arthur R.
Kapner Spirit of the Chamber Award by the Albany-Colonie Regional Cham-
ber of Commerce to be celebrated at its 114th Annual Dinner on Thursday,
March 6, 2014; and
WHEREAS, Raymond Schimmer was chosen to receive this auspicious award
for his dedicated support and service to the mission of the Albany-Colo-
nie Regional Chamber of Commerce; and
WHEREAS, Currently, he serves as CEO of Northern Rivers Family
Services, which was formed in 2012 to manage the activities and provide
central services for Northeast Parent & Child Society and Parsons Child
and Family Center; and
WHEREAS, In 1982, Raymond Schimmer began his work at Parsons Child and
Family Center serving as Assistant Executive Director and Director of
Residence and Education, as well as Director of Education before he was
named Executive Director in 1995; and
WHEREAS, An alumnus from Harvard School of Education, Raymond Schimmer
is a member of numerous national and local organizations including:
Child Welfare League of America's Advisory Board, New York State Coali-
tion for Children's Mental Health Services, Albany Academy for Girls,
New York State Chapter 853 Schools Coalition, and the Council of Family
and Child Caring Agencies; and
WHEREAS, Raymond Schimmer has published various professional writings,
which include articles on sexual abuse in residential care and the
changing nature of non-profit board activity; he also held a position as
an Adjunct Professor at the Rockefeller College of the State University
of New York, where he taught Non-Profit Theory and Management; and
WHEREAS, Raymond Schimmer has been called upon to contribute his time
and talents to countless civic and charitable endeavors and has always
given of himself unstintingly; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Raymond Schimmer has stood constant
in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Raymond Schimmer has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Raymond Schimmer upon the occasion of his designation as recipient
of the Arthur R. Kapner Spirit of the Chamber Award by the Albany-Colo-
nie Regional Chamber of Commerce; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Raymond Schimmer.
