LEGISLATIVE RESOLUTION honoring Sons of the American Legion Detachment
Commander John Chang upon the occasion of his designation for special
recognition by the Sullivan County American Legion

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, John Chang has given not only of his time and energies but
also of his competence, intelligence and leadership and consequently has
been designated for special recognition; and
WHEREAS, This Legislative Body is justly proud to honor Sons of the
American Legion Detachment Commander John Chang upon the occasion of his
designation for special recognition by the Sullivan County American
Legion to be celebrated at its annual dinner on Sunday, March 16, 2014,
at the Eagles Nest in Bloomingburg, New York; and
WHEREAS, One of the fundamental aims of the American Legion was to
create a fraternity based upon firm comradeship, born of war service,
and dedicated to equitable treatment for all veterans, particularly the
suffering and disabled, their widows and children; and
WHEREAS, John Chang of Tarrytown, New York, was born in New York City
to Ju and Eng Lun Chang; he graduated from Hastings High School and
later achieved a Bachelor's degree in Pharmacy from the Brooklyn College
of Pharmacy in 1972; in 1980, he became a pharmacist in the Department
of Veterans Affairs Medical Center in New York; and
WHEREAS, Two years later, John Chang joined the United States Army
Reserves, and was deployed during Desert Storm and Operation Joint
Endeavor; in addition, he served several other positions at numerous
military hospitals across the country and internationally; and
WHEREAS, Throughout his distinguished military career, John Chang has
always devoted himself to serving his country and providing a positive
role model for his soldiers; in 2005, he retired with the esteemed rank
of Lieutenant Colonel after 24 years of dedicated service; and
WHEREAS, With over 27 years of continued service to both the Sons of
the American Legion and The American Legion, John Chang earned his
Legion entitlement through his father, Ju Y. Chang, a veteran of World
War II; and
WHEREAS, In June of 2008, John Chang graduated from The Department of
New York American Legion College, and in October of 2011, he graduated
from The National American Legion College in Indianapolis, Indiana; and
WHEREAS, An active member of the Sons of the American Legion, John
Chang held offices at both the Squadron and Detachment levels; he
completed two years as Detachment-Vice Commander for the 1st and 9th
Districts, and is a member of the Lieutenant B.R. Kimlau Chinese Memori-
al Squadron 1291, as well as Lieutenant B.R. Kimlau Chinese Memorial
Post 1291; and
WHEREAS, With him throughout have been his wife, Priscilla, their
daughter Lisa (Matthew), and one grandchild Desmond, all of whom feel
privileged to be a part of his life and rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which John Chang has displayed throughout
his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Sons of the American Legion Detachment Commander John Chang upon

the occasion of his designation for special recognition by the Sullivan
County American Legion; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Detachment Commander John Chang, Sons of the American Legion.
