LEGISLATIVE RESOLUTION congratulating SUNY Plattsburgh student-athlete
Kathleen Payne upon the occasion of being named the 2013-2014 SUNYAC
Player of the Year for women's basketball
WHEREAS, It is the sense of this Legislative Body to recognize our young
individuals, who strive for athletic and academic excellence through
rigorous training and mental and physical discipline; and
WHEREAS, Athletic training and competition enhances the moral and
physical development of young people in the State of New York, and
prepares them for a productive future by instilling in them the value of
hard work, healthy living and sportsmanship; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to congratu-
late SUNY Plattsburgh student-athlete Kathleen Payne upon the occasion
of being named the 2013-2014 State University of New York Player of the
Year for women's basketball, on Tuesday, March 4, 2014; and
WHEREAS, Kathleen Payne, a senior at SUNY Plattsburgh, is the daughter
of Helen Donohue-Payne and Charlie Payne; and
WHEREAS, This outstanding athlete was the Plattsburgh Cardinals' lead-
ing scorer and rebounder in the 2013-2014 season, averaging 19.7 points,
and 7.6 rebounds per game; in addition, she broke the SUNY Plattsburgh's
women's basketball scoring records setting a new all-time scoring record
of 1,686 points, and rebound record of 740; and
WHEREAS, On Saturday, March 1, 2014, Kathleen Payne led the Cardinals
to their first-ever SUNYAC Championship and earned its first-ever berth
to the national championship; and
WHEREAS, Kathleen Payne is a graduate of Goshen High School where she
was an extraordinary overall athlete and basketball stand-out; while in
high school she lettered in softball, soccer and volleyball, and she
remains Goshen's all-time leader in points, rebounds, assists, and
blocked shots; and
WHEREAS, Kathleen Payne has been a dominant force in women's college
basketball throughout her college career; during the 2011-2012 season
she earned the record for most points scored in a season, and the
second-highest single season scoring average of 19.8 points per game; in
the 2012-2013 season she helped lead her team to its second appearance
in the SUNYAC Tournament Semifinals in the program's history; and
WHEREAS, Named SUNYAC Player of the Week twice, Kathleen Payne is a
two-time All-SUNYAC First Team performer and former SUNYAC Rookie of the
Year; she was also designated a Women's DIII News 2013-14 Pre-Season
All-American; and
WHEREAS, Kathleen Payne has truly earned this prestigious designation;
her remarkable athletic ability, outstanding leadership, and exemplary
sportsmanship merit the applause and recognition of all the citizens of
New York State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate SUNY Plattsburgh student-athlete Kathleen Payne upon the
occasion of being named the 2013-2014 SUNYAC Player of the Year; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Kathleen Payne.
