LEGISLATIVE RESOLUTION honoring Executive Director Frank J. Mauro upon
the occasion of his retirement after 21 years of dedicated service to
the Fiscal Policy Institute

WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished citizens of this great Empire State who have devoted
themselves to faithfully serving the best interests of their community
and the needs of its residents; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Executive Director Frank J. Mauro upon the occasion of his retirement
after 21 years of dedicated service to the Fiscal Policy Institute; and
WHEREAS, Prior to joining the Fiscal Policy Institute in February of
1993, Frank J. Mauro served as Deputy Director of the State University
of New York's Nelson A. Rockefeller Institute of Government from
1989-1993; and
WHEREAS, Frank J. Mauro previously served as Director of Research for
the last major revision of the New York City Charter and, before that,
as Secretary of the New York State Assembly's Ways and Means Committee;
and
WHEREAS, In addition, Frank J. Mauro was the founding Director of
Assembly Speaker Stanley Fink's Program Development Group and, in 1975,
of the Assembly Office of Research and Analysis; and
WHEREAS, Frank J. Mauro is a graduate of Union College in Schenectady,
New York and of Syracuse University's Maxwell School of Citizenship and
Public Affairs; and
WHEREAS, Through Frank J. Mauro's outstanding leadership, great under-
standing of fiscal issues, and passion for tax fairness, the Fiscal
Policy Institute became the source of progressive policy proposals
through five governors and a generation of Albany legislative history;
and
WHEREAS, In addition to his professional service to the State of New
York, Frank J. Mauro served his country as a member of the United States
Air Force and received two Air Force Commendation Medals for his work in
the field of race relations; and
WHEREAS, Throughout his illustrious career, Frank J. Mauro served the
Fiscal Policy Institute with intelligence and caring dedication, contin-
uously striving to effectively fulfill the duties of his position; and
WHEREAS, Sincerely loved and greatly respected by all those with whom
he worked, Frank J. Mauro will be remembered for his honesty, integrity,
keen sense of duty and ability to show a unique grasp of human problems
in his official acts; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Executive Director Frank J. Mauro upon the occasion of his retire-
ment after 21 years of dedicated service to the Fiscal Policy Institute;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Frank J. Mauro.
