LEGISLATIVE RESOLUTION honoring Paula A. Stopera upon the occasion of
her designation as recipient of the 2014 Capital District YMCA Presi-
dent's Award on April 22, 2014

WHEREAS, The State of New York takes great pride in acknowledging
esteemed citizens of the State who have distinguished themselves in
their community; and
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Paula A. Stopera has given not only of her time and energies
but also of her competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Paula A. Stop-
era upon the occasion of her designation as recipient of the 2014 Capi-
tal District YMCA President's Award, to be celebrated at its Annual
President's Award Dinner on Tuesday, April 22, 2014, at the Albany
Marriott; and
WHEREAS, Paula A. Stopera began her illustrious career with CAP COM
Federal Credit Union in 1980; she was promoted through the organization
to her current position of President and CEO in 2004; and
WHEREAS, Under the luminous direction of Paula A. Stopera, CAP COM has
grown to become the second largest credit union in the Capital Region;
it has earned top national rankings, and has consistently been recog-
nized as one of the Best Places to Work by the ALBANY BUSINESS REVIEW;
and
WHEREAS, In addition, CAP COM received the 2012 and 2013 Crystal
Performance Award from Raddon Financial Group based on performance
levels of excellence in growth, income, efficiency, and margin manage-
ment; the credit union was also honored with the 2012 Van Rensselaer
Corporate Award in recognition of its long-standing role in supporting
the region's quality of life, civic, and community organizations; and
WHEREAS, Treasurer on the Credit Union's Board of Directors, Paula A.
Stopera sits on the Board of Managers of the CAP COM Group, which
includes subsidiaries of the credit union; and
WHEREAS, Paula A. Stopera has been called upon to contribute her time
and talents to countless civic and charitable endeavors and has always
given of herself unstintingly; and
WHEREAS, With a passion for helping those in need, Paula A. Stopera
was instrumental in creating The CAP COM Cares Foundation, which strives
to nurture the community by supporting health and wellness, financial
literacy and education, as well as children and underprivileged fami-
lies; and
WHEREAS, Paula A. Stopera has served on the Board of the Capital
District YMCA since 2005, and is currently serving as past chairman;
under her guidance, CAP COM generously supports the Albany City School
District's Afterschool Program, and allows children from low-income
families the opportunity to participate in the program; and
WHEREAS, Active within the community, Paula A. Stopera serves on the
Board of Directors of The Center for Economic Growth and the Albany-Co-
lonie Regional Chamber of Commerce; she is also a member of the Govern-
mental Affairs Committee for the National Association of Federal Credit
Unions; and
WHEREAS, Paula A. Stopera is the proud recipient of numerous awards
and accolades, some of which include the Albany-Colonie Chamber of
Commerce's Women of Excellence Award, the Breaking the Glass Ceiling
Award, and the Hudson Valley Community College Otto V. Guenther Career

Achievement Award; she was also selected as Professional of the Year by
The Credit Union Association of New York, and was the 2011 recipient of
the Arthur Kapner Spirit Award from the Albany-Colonie Chamber of
Commerce; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Paula A. Stopera has stood constant
in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Paula A. Stopera has displayed
throughout her life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Paula A. Stopera upon the occasion of her designation as recipient
of the 2014 Capital District YMCA President's Award on April 22, 2014;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Paula A. Stopera.
