LEGISLATIVE RESOLUTION mourning the death of Joyce Virgie Jennings
Anderson, distinguished citizen and devoted member of her community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Joyce Virgie Jennings Anderson, the daughter of Webster
Jennings and Eloise Laws, was born on September 13, 1932, in Baltimore,
Maryland where she attended the Baltimore Public schools; she went on to
study at West Virginia State University, and later in life married Staff
Sergeant Lemuel Anderson and settled in Brooklyn, New York; and
WHEREAS, Known for her unrelenting commitment and dedication to her
village, Ocean Hill-Brownsville, Joyce Virgie Jennings Anderson was a
woman of greatness; as a member of the United Political Club, Inc., she
was instrumental in the development of the Samuel D. Wright Daycare
Centers I and II, as well as the campaign of the first African American
Elected Official in Ocean Hill-Brownsville; and
WHEREAS, Joyce Virgie Jennings Anderson distinguished herself in her
profession and by her sincere dedication and substantial contribution to
the welfare of her community; and
WHEREAS, Joyce Virgie Jennings Anderson worked for many years for the
Fort Greene Community Development Corporation as an Administrative
Assistant, followed by many years as the Personnel Director of New York
City Community School Board District 23; and
WHEREAS, A true advocate within her community, Joyce Virgie Jennings
Anderson was a member of the Ocean Hill Community Council, Ocean Hill
Movement for a Change, and served as Chief Aide to Councilwoman Priscil-
la Wooten; and
WHEREAS, In addition, she served on the Land Use Planning and Zoning
Committees of Community Board 16 where she fought against the oversatu-
ration of shelters and methadone clinics in the community, as well as
for the rights of women living in homeless shelters; and
WHEREAS, Joyce Virgie Jennings Anderson's commitment to excellence,
and her spirit of humanity, carried over into all fields of enterprise,
including charitable and civic endeavors; and
WHEREAS, Founder of the NYCHA Ocean Hill Houses Tenant Patrol Associ-
ation, which later developed into the Ocean Hill Houses Tenants Associ-
ation, Joyce Virgie Jennings Anderson presided as President until her
passing; she was a staunch advocate for tenants' rights and dedicated to
community empowerment and youth development; and
WHEREAS, Armed with a humanistic spirit, imbued with a sense of
compassion, and comforted by a loving family, Joyce Virgie Jennings
Anderson leaves behind a legacy which will long endure the passage of
time and will remain as a comforting memory to all she served and
befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Joyce Virgie Jennings Anderson, proud mother, endear-
ing grandmother and affectionate great-grandmother; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Joyce Virgie Jennings Anderson.
