LEGISLATIVE RESOLUTION honoring Dr. Abdolazeez S. Al-Otaibi upon the
occasion of his designation as recipient of the Rockefeller College
Lifetime Achievement Award by the Rockefeller College of Public Affairs
and Policy

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Dr. Abdolazeez S. Al-Otaibi has given not only of his time
and energies but also of his competence, intelligence and leadership and
consequently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Dr. Abdolazeez
S. Al-Otaibi upon the occasion of his designation as recipient of the
Rockefeller College Lifetime Achievement Award by the Rockefeller
College of Public Affairs and Policy, to be celebrated at its 2014 Alum-
ni Dinner and Awards Ceremony on Friday, May 16, 2014, at the New York
State Museum, Albany, New York; and
WHEREAS, Each year, Rockefeller College of Public Affairs and Policy
honors individuals such as Dr. Abdolazeez S. Al-Otaibi, for their
outstanding contributions in the areas of political science, public
administration, leadership, and continuing professional development; and
WHEREAS, Dr. Abdolazeez S. Al-Otaibi has been the Ambassador and
Permanent Representative of Saudi Arabia to the World Trade Organization
(WTO) in Geneva since 2010; in 2013, he served as the Chairman of the
Council for Trade in Services and the Coordinator of the Asian Group of
Developing Members; previously, he served for two terms as Coordinator
of the Arab Group in the WTO; and
WHEREAS, Prior to the WTO, Ambassador Al-Otaibi served a full term as
member of Al-Shura Council; during his membership he chaired the Parlia-
mentary Friendship Committee which was responsible for Gulf Corporation
Council countries, Yemen, China, South Korea, and some Central Asian
countries; and
WHEREAS, Much of Ambassador Al-Otaibi's illustrious career had been
spent at the Institute of Public Administration (IPA) where he conducted
training research and consultation; he served as General Director of
Training Programs, then as a Deputy for the Director General of the
Institute; and
WHEREAS, Through the years, Ambassador Al-Otaibi served as a consult-
ant for several public and private agencies including the General Secre-
tariat of the High Committee for Administrative Reform, Ministry of
Finance and National Economy, Ministry of Municipality and Rural
Affairs; and
WHEREAS, Furthermore, he devoted his service to restructuring the
educational sector in the Kingdom and serving as a member of the Manage-
ment Council of the International Association of Schools and Institutes
of Administration in Brussels; and
WHEREAS, In addition to his dissertation, BUREAUCRACY AND THE CHAL-
LENGES OF REGIONAL DISPARITY IN SAUDI ARABIA, Ambassador Al-Otaibi
published several articles and conference papers including PERFORMANCE
EVALUATION OF PUBLIC ENTERPRISES IN SAUDI ARABIA, TRAINING LEADERS AND
EMPLOYEES OF PUBLIC BUREAUCRACY IN SAUDI ARABIA, and THE ROLE OF THE
INSTITUTE OF PUBLIC ADMINISTRATION IN ADMINISTRATIVE DEVELOPMENT IN
SAUDI ARABIA; and
WHEREAS, Ambassador Al-Otaibi graduated from King Saud University with
a degree in Management, and earned his MPA and PhD in Public Adminis-
tration from Rockefeller College of Public Affairs and Policy; and

WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Ambassador Al-Otaibi has stood
constant in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Ambassador Al-Otaibi has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Abdolazeez S. Al-Otaibi upon the occasion of his designation
as recipient of the Rockefeller College Lifetime Achievement Award by
the Rockefeller College of Public Affairs and Policy; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Abdolazeez S. Al-Otaibi.
