LEGISLATIVE RESOLUTION honoring Frances Fragos Townsend upon the occa-
sion of her designation as recipient of the Ari Halberstam Memorial
Award by the Jewish Children's Museum on April 7, 2014

WHEREAS, The quality and character of life in this Nation, and the great
State of New York, is reflective of the purposeful lives and good works
of those patriotic and civic-minded community members who dedicate their
lives and careers to the service of others; and
WHEREAS, This Legislative Body is justly proud to honor Frances Fragos
Townsend upon the occasion of her designation as recipient of the Ari
Halberstam Memorial Award by the Jewish Children's Museum, celebrated at
its 9th Annual Gala Dinner on Monday, April 7, 2014, in Brooklyn, New
York; and
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Frances Fragos Townsend has given not only of her time and
energies but also of her competence, intelligence and leadership and
consequently has been designated for special honor; and
WHEREAS, Executive Vice President at MacAndrews and Forbes Holdings
Inc., Frances Fragos Townsend previously served as Assistant to Presi-
dent George W. Bush for Homeland Security and Counterterrorism, and
chaired the Homeland Security Council from May 2004 until January 2008;
and
WHEREAS, An on air contributor for CNN as a counterterrorism, national
and homeland security expert, Frances Fragos Townsend spent 13 years at
the United States Department of Justice under the administrations of
President George H. W. Bush, President Bill Clinton and President George
W. Bush; and
WHEREAS, Frances Fragos Townsend has been called upon to contribute
her time and talents to countless civic and charitable endeavors and has
always given of herself unstintingly; and
WHEREAS, A Director and Chair of the compensation committees of 3
private company Boards, Frances Fragos Townsend is the Director of 2
public companies and serves on numerous government advisory and nonpro-
fit Boards; and
WHEREAS, In addition, Frances Fragos Townsend chairs the Board of the
Intelligence and National Security Alliance, and is a member of the
Board of the Bipartisan Policy Council, the Council on Foreign Relations
and the Trilateral Commission; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Frances Fragos Townsend has stood
constant in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Frances Fragos Townsend has
displayed throughout her life; and
WHEREAS, It is the practice of this Legislative Body that when indi-
viduals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Frances Fragos Townsend upon the occasion of her designation as
recipient of the Ari Halberstam Memorial Award by the Jewish Children's
Museum on April 7, 2014; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Frances Fragos Townsend.
