LEGISLATIVE RESOLUTION mourning the death of Juanita C. Harter, distin-
guished citizen and devoted member of her community
WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS. Juanita C. Harter of Middletown, New York died on Friday,
April 25, 2014, at the age of 93; and
WHEREAS, The daughter of the late Robert and Emma Ritter Carden,
Juanita C. Harter was born on December 26, 1920 in Dott, West Virginia;
and
WHEREAS, Juanita C. Harter distinguished herself in her outstanding
dedication to children and families and her substantial contributions to
the welfare of her community; and
WHEREAS, Juanita C. Harter's commitment to excellence, and her spirit
of humanity, carried over into all fields of enterprise, including char-
itable and civic endeavors; and
WHEREAS, During her life, this esteemed woman helped brighten the
lives of young people, serving as a foster mother to over 100 children;
and
WHEREAS, Predeceased by her husband, Bernard Harter, her daughter,
Charlotte Tremberger, and her two grandchildren, Brian Newhall and Debo-
rah Young, Juanita C. Harter is survived by her five children, Shirley
Catalanor (Frank), Shelby Newhall (John), Patricia Green (Bill), Phillip
Harter (Elizabeth), and Deborah Itzla (Robert); her son-in-law, Frank
Tremberger; 17 grandchildren and 27 great-grandchildren; as well as
several nieces and nephews; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Juanita C. Harter leaves behind a legacy which will long
endure the passage of time and will remain as a comforting memory to
those who were fortunate to know her; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Juanita C. Harter, distinguished citizen and devoted
member of her community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Juanita C. Harter.
