LEGISLATIVE RESOLUTION honoring Victor Manuel upon the occasion of the
completion of his tenure after 18 years of distinguished service to the
New York State Association of School Business Officials

WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, This Legislative Body is justly proud to honor Victor Manuel
upon the occasion of the completion of his tenure after 18 years of
distinguished service to the New York State Association of School Busi-
ness Officials (NYSASBO), as well as leading this prestigious organiza-
tion as Director for five years and as President-Elect for two years;
and
WHEREAS, Victor Manuel will be recognized at the Education Summit and
Expo, June 8-11, 2014, in Saratoga Springs, New York; and
WHEREAS, Victor Manuel earned his Bachelor of Science degree in
Finance in 1993, his MBA in 2000, his SBA certification in 2001, and his
SDA certification in 2004; and
WHEREAS, Founded in 1948, NYSASBO is a 501-c-3 charitable non-profit
membership organization affiliated with the Association of School Busi-
ness Officials International and chartered by the New York State Board
of Regents; and
WHEREAS, Victor Manuel is a past President of the Suffolk County Chap-
ter of NYSASBO; he held the position of Director of its Board from 2007
until 2012 when he became the President-Elect; and
WHEREAS, While serving as President, NYSASBO increased its membership
by 9%, enhanced the visibility of the organization in the media and with
state policy makers, increased attendance at the organization's profes-
sional development events, and improved its financial well-being; and
WHEREAS, For the past 18 years, Victor Manuel rendered faithful,
conscientious and valuable service to the New York State Association of
School Business Officials, serving with loyalty, honor and distinction;
and
WHEREAS, In his official acts, Victor Manuel was governed by a keen
sense of duty and always showed a unique grasp of human problems; and
WHEREAS, During his tenure, Victor Manuel earned the admiration,
esteem and affection of his colleagues; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Victor Manuel upon the occasion of the completion of his tenure
after 18 years of distinguished service to the New York State Associ-
ation of School Business Officials; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Victor Manuel.
